MINUTES
Thursday, October 16, 1980, 7:30 p.m.

1. Chair M. Hinkle called the meeting to order at 7:40 p.m. and declared that a
quorum was not present, and that all agenda items would be continued to the
November 20 meeting,,
2. Members present discussed several items informally. Staff brought them up
to date on the resolution of access problems for the Clark Plaza Fourth
final plat.
3. The proposed CDBG preapplication was discussed by Jan Reid, and several
questions were asked regarding:
1. Who sits on the board that reviews and approved applications
for house rehabilitation grants and loans?
2. How much local control is there over ensuring that monies are
spent on agreed upon projects?
3. What are the eligible projects?
4. Now are rental properties and landlords included in this
process?
5. How can it be stressed to project area residents that there
is no payback on grants and that there will be no taking of
property from the residents?
Members generally expressed support for the program.
4. The A-95 review of the East Owasso Sewer District was also discussed.
Several points of discussion were raised:
1� Is there a map of the project area which shows all affected
subdivisions?
2. Would the City be guaranteeing water service if this sewered
area is tied into the Owasso area, and what would be the
potential effects if Owasso ran low on water to sell to its
own citizens?
3. Would there be any additional stress on the Owasso treatment
plant and and on Bird Creek water quality and smell by these
sewer improvements?

4, How many years are specified for payback of the loan?
5> Is there an agreement with Rogers Co. to shut off residents
water if sewer bills are not paid?
Staff indicated she would try to find the answers to those questions for
discussion a. "t. the next meeting,,
Staff reminded the members of think of possible replacements for Leonard
George's place on the Planning Commission. Members again stressed their
goal of appointing someone who lives east of Highway 169, perhaps in
Three Lakes of Elm Creek. Members and staff dispersed at 9:00 p.m.
