Phillips moved to approve the minutes of August 21, 1980, as written. J,, Simmons seconded the mot.J_on,, Aye: G. Phillips, M. Hinkle and J. Simmons. Nay: None, Motion carried 3-0-0,, SUBDIVISION REVIEW 4. Clark Plaza Fourth - Final Plat: Staff related that the applicant requested a continuance until the October meeting to work out a traffic circulation plan for the property. This plat is a part of the Trails End Center Preliminary Plat., COMPREHENSIVE PLANNING 5G Owasso Recreation and Open Space Report - Corpt_of_jpjjjjjg - Discussion. of thi-A&WAN and Open Space Report was continued from the September 18th meeting, Tom Hendrix was again present to explain the report and to discuss possible alternatives and amendments. Commission members listed several priorities for park/open space development and possible amendments to the jjp2tt text and map: K Develop all existing parks to standard, including upgrading main- tenance of parks, 2o Develop a planning and planting plan for Rayola park. 3o Develop a bike trail linking Mills school and Elm creek park adding approximately 10 acres to the park. 4 Tie in the Three Lakes pond to the bike trail system. 5a Tie in Lakeridge Terrace pond to park/bike trail system. 6. Stress development of bikepatb systems in the city-wide open space program, 7. Unite schools with the open space system, Owasso Planning Commission Minutes contd September 189 1..980 Page 2 88 Extend bike trail systems across We expressway and investigate designating (possibly by painting) bike trails along the sides of residential streets. 9. Add more tennis courts to park system. 10. Investigate powerline easements for bike t rail links in subdivisions. 11. Establishuvernigbt camping areas, especially in Elm creek park or other natural undeveloped sites. 12. Have the city approach Tulsa County to develop McCarty park area like Haikey park and to co-develop other park/open space sites. Expand McCarty park, possibly including land to the north as practice fields, 13. Pursue acquisition of Larkin Bailey property, including pond for regional or area park; with 18 bole golf course - method to include dedication, purchase, condemnation,, 14. Increase the e number f available soccer and practice fields, possibly including areas around the sewage lagoon and former trailer park to the east of City Hall, 15. Delete golf course around the sewage lagoon (on Report map) in favor of developing practice fields, IV Promote establishment of neighborhood parks in outlying neighborhoods not suited to be included in the flood/open space system. IL Investigate the City acquiring the Meadowerest pond as public park- land. 18. Include the open space standards on pages 9 and 10 of the Corp Report as amendments to the Comprehensive Plan text, 19. Get information on the Belcher golf course payback and maintenance costs. 2W Encourage the City to actively pursue HCRS grants, County support and other types of funding to upgrade existing facilities and provide new ones. 2K Use the recreation plan as a guideline for options for developers, realizing that all the areas recommended as potentially good park/ open space sites may not be needed. Staff was directed to summarize these items and to put the Report on the October agenda for further discussion and final recommendation to the City Council. TMAJPC Open Space Plan Draft Staff presented the draft copy of the county-wide TMJ.-\_PC open -space plan and discussed ways in which it incorporates proposals made in the Owasso Comprehensive Plan and the Corps' Recreation Report, Staff said comments and recommendations about the plan would be forwarded to IMIAPC staff from inclusion in the plan, There being no further business to consider for the eve-i.-)ing, J.
