SUBDIVISION REVIEW
G. Lakeridge Terrace - Preliminary Plat:
Staff presented the TAC recommendations and the following additional TAG
conditions:
A. Additional utility easements along lot lines will be added throughout:
the plat to the specifications of the public utility companies. This
will supercede A.
K Locate one 50' access from 86th Street North onto the unplatted parcel
in the southwest corner of the plat.
0 Lots in Block 23 will be redrawn to conform with the zoning district
boundaries for residential use rather than agricultural.
Y Provide complete street data on all final plats.
EM Change all street names to conform to the Tulsa County street numbering
system.
General discussion followed including several issues such as drainage im-
provements, whether or not the pond would be left and dedicated to the
city as parkland, where and bow traffic would exit the subdivision. The
applicant assured the commission that each part of the plat would be re-
viewed again as a final plat as they developed each section from south to
north. He indicated that PSO claims ownership of the strip of street
right-of-way south of their property, and that portion would be de-
leted from their plat.

Phase I Final Plat
Staff presented the TAG recommendations and the following additional TAC,
conditions.
A, Additional utility easements along lot lines will be added throughout
the plat to the specifications of the public utility companies. This

southwest of the plat,
C. Provide complete street data and all necessary lot line bearings or
plat.
D. Change all street names to conform to the Tulsa Co(-ii.-ity Street numbering
system,,
E. Delete #8,,
& Add PSO's 35' exclusive easement on the west boundary of the plat.
General discussion followed centering on issues of the drainage system width,
concrete or natural improvement of channels, bikepaths along the drainage sy-
stem to help create an overall Owasso recreation system, width and placement
of collector streets as well as issues discussed with the overall preliminary
plat, The applicant indicated that there were several small amendments to be
made to the plat presented the commission before it is ready for approval by
the council and that they were proceding as quickly as possible to complete
the plat.
L. George moved to conditionally approve the final plat subject to all TAG
conditions, E. Stevens seconded the motion.

6. Clark Plaza Fourth - Final Plat
Staff related that the applicant requested a continuance until the September
meeting to work out a traffic circulation plan for the property. This plat
is a part of the Trails End Center Preliminary Plat,

6& Site Plan - Dr. Gerald Witfield
Staff related that this item had been withdrawn from the agenda to be
placed on the Board of Adjustment agenda for an interpretation of the
official Zoning Map due to a mapping error in which two lots had been
depicted as zoned CS rather than OM. With the OM designation a site
plan review would not be necessary. Discussion continued on the potential
traffic problems which may occur along 86th Street if careful review of
development proposals is not continued. One member noted that three items
on this agenda concerned developments which will greatly increase traffic
volumes along 86th Street.. near llligtyway 169. It was noted that a potential
site for a traffic signal would be at 117th Street and 86th where the TAC
committee bad suggested the major access from the shopping center to the
north. Commission members agreed that improving 86th Street North to four
lanes at the earliest possible time should become a high priority for Owasso.
COMPREHENSIVE PLANNING
7. Owasso Recreation and Open Space Report - Corps of Engineers
Tom Hendrix, Corps of Engineers, presented the Recreation and Open Space

Report developed at Owasso's request as a part of the Tulsa Urban Study .
us-Top-lained the principles and process used in developing the report and
presented local and national figures indicating how many people use outdoor
recreation facilities. Considerable discussion followed.
Mr. Hendrix estimated that a community could locate 85% of public parkland
within floodplains. He said restricting private development in floodplains
and locating parkland there will reduce potential population and property
loss and will "turn a liability into an asset." Commission members decided
to request the city manager to place this report on the council agenda for
a presentation by Mr. Hendrix, A worksession was set for the September
meeting to discuss refining this report into a potential recreation plan
amendment to the Comprehensive Plan in order to indicate to future developers
where Owasso wants to develop park systems, The city engineer and public
works director will be invited to this worksession,
There being no further business to consider for the evening, E. Stevens moved
to adjourn. J. Simmons seconded the motion,
