MINUTES
Thursday, July 31, 1980, 6:00 ppm.

ZONING PUBLIC HEARING
C OZ-54 Jack Avant - AG to RMH
Staff presented the case history and reviewed the surrounding conditions.
Jack Avant, applicant, spoke in favor of the application. Staff presented
the staff recommendation:
The applicant requests rezoning of five acres from Ag to RMH, The
property is abutted on the south by existing mobile homes and on
the east by commercially zoned property. On the west is a church
separated from the subject tract by an existing street, 109th East
Avenue, The plan map indicates low intensity residential use for
this area,
Due to the physical factors surrounding this property (i.e., exist-
ing commercial and mobile home zoning on two sides, a church on the
west and an arterial street and commercial development to the north),
traditional low intensity single-family development is not the most
appropriate type of development for this "landlocked" parcel. There
is no stepdown in intensity from the medium intensity commercial
activity center to the east and this parcel,
Staff would recommend that the plan be amended to accommodate
medium intensity office or residential land use for this five acre
parcel. Although the plan text lists RMH zoning as a normally
high intensity use due to the high density conditions of most
mobile home parks, the size of this parcel would limit the number
of units per acre to approximately 10, as in duplex zoning. For
this reason, staff can support the request to rezone the parcel
to RMH.

E. Stevens moved to approve the application per staff recommendation.

SUBDIVISION REVIEW
5. German Park - Preliminary Plat
Staff presented the TAC recommendations and the redrawn copy of the
Plat, as requested by the TAC. General discussion followed. Mr.
Phillips stated that he wished to build a private street rather than
build a dedicated street with curb and gutter due to expense of con--
struction and the type of existing streets surrounding the property.,
L. George recommended building a dedicated street to the city stand-
ards for base and surface construction and request a waiver of the
curb and gutter requirements from the City Council, Mr Avant agreed
to request such a waiver.
L. George moved to conditionally approve the preliminary plat for
German Park per staff and TAG recommendations with the exception of
the street, 110th East Avenue, meeting full city street construction.

COMPREHENSIVE PLANNING
V 1.980 Preliminary Census Returns
Staff presented preliminary results of the 1.980 Census and discussed
the procedure TMAPC used to review the data and to provide the Census
Bureau with additional information in the areas where the count was
low, TMAPC used the February, 1980, housing structure survey, con-
ducted by TMAPC AND INCOG, to compare with Census figures, Discussion
followed regarding housing unit counts in various parts of the city,
the declining number of persons per household, and the number of area
residents outside the city limits who are not counted in City totals.
Commission members asked to be kept informed of additional information

from the Census Bureau.
There being no further business to consider for the evening, G,
Phillips moved to adjourn. E. Stevens seconded the motion.
