Hinkle Co Dickey E. Stevens J. Simmons G. Phillips 1. Vice Chair, L. George called the meeting to order at, 20 7:40 p.m., roll was called and a quorum was declared present. George Phillips was introduced by Councilman Lambert as the new Planning Commissioj) member replacing Curtis Carr,, 3. E. Stevens moved to approve the Minutes of June 19, 1980 as written. Motion carried 3 ---0© ZONING PUBLIC HEARING 4, OZ-54 Jack Avant - AG to RMH Staff presented the case history and reviewed the surrounding conditions. Jack Avant, applicant spoke in favor of the application. Staff presented the staff recommendation: The applicant requests rezoning of five acres from AG to RMH. The property is abutted on the south by existing mobile homes and on the east by commercially zoned property. On the west is a church separated from the subject tract by an existing street, 109th East Avenue. The plan map indicates low intensity residential use for this area® Due to the physical factors surrounding this property (i.e., exist- ing commercial and mobile home zoning on two sides, a church on the west and an arterial street and commercial development to the north) , traditional low intensity single-family development is not the most appropriate type of development for this "landlocked" parcele There is no stepdown in intensity from the medium intensity commercial activity center to the east and this parcel. Staff would recommend that the plan be amended to accommodate medium intensity office or residential land use for this five acre parcel. Although the plan text lists RMH zoning as a normally high intensity use due to the high density conditions of most mobile home parks, the size of this parcel would limit the number of units per acre to approximately 10, as in duplex zoning. For this reason, staff can support the request to rezone the parcel to RMH. Owasso Planning Commission Minutes Page 2 July 17, 1980 General discussion followed. Concerns regarding who would serve the parcel with water and the availability of sewer taps were raised, It was noted that the City Council would Lake these issues into account in making their decision, Due to the fact that the sign notice was not published a full ten days in advance, E. Stevens moved to continue the public hearing until a special meeting on July 31., G. Phillips seconded the motion. Aye: E. Stevens, G. Phillips, L. George Nay; None Motion carried: 3-0-0. SUBDIVISION REVIEW 5. German Park - Preliminary Plat Staff presented the TAG recommendations and the redrawn copy of the Plat, as requested by the TAC. General discussion followed. regarding several_ of the TAC recommendations. Mr. Avant stated that he intended to develop 110th East Avenue as a private street rather than request a waiver of curb and gutter requirements on public streets. Because the request of the TAG committee for a redrawn plat did not allow enough time before the Planning Commission meeting to circulate the new plat among TAG members for review, a recommendation was made to continue the plat review to the special meeting to allow the City Engineer time to review the new plat. L. George moved to continue plat review of German Park until the special meeting July 31. E. Stevens seconded the motion. Aye: L. George, E. Stevens, G. Phillips Nay: None Motion carried: 3-0-0. COMPREHENSIVE PLANNING 6. Election of Officers The Vice Chair opened the floor for nominations for Planning Commission officers, E, Stevens nominated Marilyn Hinkle for Chairman. G. Hillside Addition Staff related Council action on the annexation petition of Hillside Addition and noted that the case would be continued until the first meeting in Septem]ber :1-980,, S. Water District Discussion Councilman Lambert brought the Commission up to date on the legal dispute between the City of Owasso and Washington County Rural Water District No. 3 over who will serve certain areas within Owasso city limits and Washington County No. 3 district boundaries. He related that the next court date would be August 5, 1980, General discussion followed. There being no further business to consider for the evening, E. Stevens moved to adjourn. C.
