MINUTES

1., Vice Chair, L. George called the meeting to order at
E 7:40 p.m., roll was called and a quorum was declared present.,

Stevens seconded the motion,

COMPREHENSIVE PLANNING
4. Annexation Petition - Hillside Estates
Staff presented the case history and reviewed the current utilities and
public facilities provided to the subdivision. Staff presented the Staff
Recommendation:
The area proposed for annexation to the City of Owasso is located.
southwest of 116th Street North and Mingo Road. The subdivision
is currently served by Owasso's water and sewer service. Police,
Fire, Emergency and Public Works departments have indicated that
there should be no problems in providing this area with municipal,
services, The streets are not built to current Owasso Standards
but the Public Works Director does not feel this to be a potential
problem for the city.
The Comprehensive Plan recommends this area as low intensity resi-
dential with a potential activity center at the northeast corner.
This would correspond to the subdivision's existing restrictive
covenants,
Staff can support the application for annexation, The property
would be annexed as AG (Agricultural) zoning in accordance with
Section 11083 of the Zoning Code, Any application for rezoning
will be reviewed separately by the Planning Commission.
General discussion followed. Mrs. Janice Cummings spoke in behalf of the
homeowners requesting annexation, E. Stevens asked about street lighting.
Mrs. Cummings replied that if the area is annexed that they can request PSO
to install the street lamps. Poles and wiring are already in place,.

Two neighboring subdivisions, Westport and Steed Additions, were also
discussed for possible annexation. They are served by city water and sewer
and public services and facilities are in the same general condition as the
Hillside Addition. Members expressed concern over annexing any land into
the city not already served by city water and sewer while city residents are
still having periodic problems with water supply and pressure.,

mend consideration of annexation of Westport and Hillside Additions, E.

Siinmons and M. Hinkle had been reappointed to the Planning Commission by
the City Council. Curtis Carr's expired term was filled by George Phillips,
Staff advised that City Clerk, Ms. Sam Webb, had resigned to take a similar
position with Broken Arrow,
6. Approval of TMAPC Contract - Staff advised that the City Council approved
FY 1980•81 Contra -
ct:. foi Winning Services with TMAPC. A discussion followed
regarding possible effects of the proposed City of Tulsa reorganization on
metropolitan planning and the City of Owasso,
L New and General Business - Staff advised that the Corps of Engineers would
be available to present their recreation/floodplain study to the Planning
Commission. The presentation was set for the August agenda, Discussion
followed regarding citizens' interest in parkland improvements. Members
directed staff to pursue with the City Manager and Council the recommendation
to give the Planning Commission the authority to monitor park planning and
development, much like the former park board. Members also discussed methods
of organizing volunteers such as civic groups, homeowners organizations and
the boy scouts to work with city crews and equipment to clear out and perform
minor maintenance on city parks. Members realized the limits of city budget
and manpower and were interested in channeling private citizen effort to
spur the maintenance and development of Owasso parks.
There being no further business to consider for the evening, M. Hinkle moved
to adjourn, E. Stevens seconded the motion.®
