reviewed W-h-Anditions recommended by the Technical Advisory Committee
for approval of the preliminary plat. (A copy of these conditions is attached
to these Minutes.) Bill Lewis, representing the applicant, spoke in support
of the plat and indicated he did not oppose the TAC conditions. General
discussion followed.
Staff presented the staff recommendation:
In addition to the TAC conditions for approval of the preliminary plat
staff recommends these additional conditions to the plat:
1. Temporary access points on 86th Street North will be closed within
one year after the service road to Highway 169 is opened. Perma-
nent access from lot 2 shall be west onto the service road,
2. Include in the restrictive covenants that the specified temporary
access points onto 86th Street are texnporAry and will abide by no.

3. Include Limits of No Access on the north and east property lines
of lots one and three,

8. Locate the centerline of highway 169 on the plat and the distance
from the centerline to the southwestern corner of the plat. Indi-
cate the distance from the easternmost ramp of the expressway to the
southwestern corner of the plat,

before or with the submission of the first final plat for the entire

1W On 86th Street North locate one (1) 60' access and one (1) 40' access
to serve the combined traffic volumes of lots 1, 2, and 3, Exact
locations of the access points will be determined at the time of sub-
mission of the site plan and traffic circulation plan, A third
SjTp2joly access (which would provide lot 1 with two accesses) may
be approved until such time as lot 3 is developed. If a temporary
access is approved, it should be so stipulated in the restrictive
covenants, The temporary access will be eliminated when both perma-
nent accesses are completed.,
11, Access Points Standards in the adopted Comprehensive Plan (pp. 11-13)
should be adhered to unless waived by the Planning Commission when
the site and traffic circulation plans are reviewed, Pages 11-13 of
the Plan are attached for reference.
The following Access Points Standards table and figure I summarize these
recommended standards and illustrate their affects on property access.

1. Property with no access to a public roadway other than that inside these
dimensions must be permitted access. However, a right turn lane or other
safe access should be requested.
2. 500 feet between driveways is the minimum required on all roadways
except for feeder arterials where 1,000 ft® minimum spacing is required.

{ 12e Traffic Operations and 5a�fety Standards are developed to insure that
turning movements to and from a site proposed for rezoning or develop -
ment do not impair and endanger the flow of traffic on freeways, arterials
and collectors serving the vita, and, where applicable, particularly in
the interchange ramp and arterial intersection areas.
To aaccoyawiodaate proper turning movements to maintain tr°aaffic flow and
safety the following access standards are recommended-
a. No access ib allowed within 600 feet from than anal of an
expressway interchange ramp, 300 feet from the center
point of a primary intersection, and 200 feet from the
center point of a secondary intersection,,,

posed site between 600 feet and 1,000 feet from the and

ial (Special alteration of existing freeway or interchange
designs including collectors lanes, frontage roads, and

and Oklahoma Department of Transportation approval).

secondaries, and collector roads.

*This subdivision checklist shall accompany all plats seeking Final Release. All
conditions set forth shall be met and the subject plat properly reviewed prior
to final plat consideration and approval by the Owasso City Council. It is the
responsibility of the subdivider/developer that all Owasso subdividion regulations
are complied with and that the subject plat is properly processed and reviewed by
Owasso City Staff.
1. Section 300225 show date of preparation of plat.
2. Section 3.02263 show names of owners of unplatted land.
3. Section 3,02264 provide topography on plat (unless specifically waived).
0 Section 640C provide screening on east and north property lines,
5n Section 6404 submit to the Planning Commission a traffic circulation
pattern for the entire plat showing the internal street or circulation
system(s) and access points,
6„ Section 640H a building permit must be secured and construction begun
in accordance with an approved Final Subdivision Plan for a CS district
within one (1) year from the date of council action establishing such
district, Application may be made to the Planning Commission for not
more than a one (1) year extension of the time limit for commencement
of construction. In the event that construction is not started within
the specified time limit, the Planning Commission shall review the
zoning of the district and the progress which has taken place, and if
deemed necessary, initiate necessary proceedings to restore the district
to its proper classification. (CS zoning approved 4/17/79).

After further discussion, M. Hinkle moved to conditionally approve the
preliminary plat subject to all TAC conditions and the eleven items in
the staff recommendation with the exception of: 1. Waiving TAC recon-,
mendation requiring a topography map for review, and 2. Noting that
TAG recommendation ROB showing existing access points south of 86tb
St. North had been completed, J. Simmons seconded the motion, Additional
discussion followed, M. Hinkle then amended her motion to include the
deletion of item #11 of the staff recommendation referencing Access Point
Standards as the commission was taking those considerations into account
within other recommendations� J, Simmons agreed to amend bis second.

INFORMATION ITEMS
19 City Council Policy on Temporary Waivers - Staff related that the City
Council fm.J, adopted a policy of having staff members review any requests
for temporary waivers of building permits or subdivision platting requiremenm
This could include review by the Planning Commission if requested by the
Council or Staff. The Planning Commission noted that they approved of and
appreciated the Council's policy,
E Owasso Planning Commission Minutes to Council - Staff explained that the
City Manager and Staff will begin to send the Minutes of Planning Commission
meetings to the City Council for information in order to keep them better in--
formed of Commission actions and concerns.
The Manager suggested a change in the Owasso Planning Commission meeting
night to the 2nd or 4th Tuesday in order for staff to have time to forward
the Minutes to the Council, General discussion followed, The Commission
suggested giving the Council the Minutes at the Council meeting rather than
sending them out in advance® This would avoid a meeting night change and
bylaws changes for the Commission.
3, Membership of Planning Commission Members - Commission members discussed the
recent absences of several numbers and the importance of knowing in advance
whether or not there will be a quorum for a meeting. Mn Hinkle noted that
the appointments of three members, M, Hinkle, J. Simmons and C. Carr, will
expire June 30, 1980„ She suggested that Staff forward the recommendation
to the Council that they pursue reappointments to the Commission at their
June 3, 1980, meeting. M, Hinkle and J. Simmons indicated that they would
accept reappointments, The Commission directed Staff to forward this
recommendation to the Council,
4� Subdivision Regulations Draft - Staff related that the Subdivision Regulations
Draft Faar.1 hee:n delivered to the City Manager and review will begin soon. The
Commission directed Staff to suggest to the Council that the Council and the
Planning Commission have a joint worksession for the first presentation of
the regulations prior to public hearings.
5" Mee ing - Staff distributed information regaTding a confer-
ence in Oklahoma City in June which will involve workshops on zoning, sub-
division regulations and policy making and encouraged members to attend,
There being no further business to consider for the evening, M. Hinkle moved
to adjourn. L. George seconded the motion.
