Hinkle seconded the motion, Aye: M. Hinkle, L. George and J. Simmons, Nay: None,, Motion carried 3-0-0. LOT SPLIT REVIEW C OLS-20 Terry Davis/Bill Lewis Staff presented the case history and explained that this lot split had been reinstated and that the subdivision plat for this property had been withdrawn, Bill Lewis spoke in favor of the application and discussed a preliminary site plan for the three parceM Location of utility easements, future access points and stormwater drainage were also discussed, Scott Savage, also re- presenting the applicant, spoke in favor of the application. Staff then gave the Staff Recommendation: If the Planning Commission feels that a lot split is appropriate there are several items that should be clarified: 1.® Any action on a lot split does not release the property from the original requirement of having a subdivision plat approved upon rezoning to CS� A lot split would impose no additional plat on the same property, 2. The entire property must still conform to Section 640 of the zoning code requiring that a site plan be approved by the Plan- ning Commission and a traffic circulation plan be submitted prior to building permits being issued. 3. A lot split approval should be subject to the acceptance of the dedication of appropriate easements and rights -of -way by the City of Owasso, 4. A preliminary plat for the entire tract, based on the Trails End Center preliminary layout, should be submitted for ap- proval at the next Planning Commission meeting (May). A Preliminary Plat will not lock the developers in to final. restrictive covenants and will not increase tax assessment on the property. The three parcels can then have individual final plats approved on a phased basis. Tax assessments are changed only when a final plat is recorded.., 5. Conditional approval of a site plan for the temporary building permit for the temporary bank facility could be approved with the understanding that a final site plan will be submitted and approved for the permanent bank structure. Access points from the bank property onto 86th Street should be specified as tem-, Final. access for the permanent bank will be specified on the subdivision plat and site plan,, M. Hinkle moved to approve the lot split subject to the five points of the Staff recommendation. J. Simmons seconded the motion, Aye: Simmons, Hinkle and George. Nay: Noun, Motion carried 3-0-0, SUBDIVISION REVIEW 5. Owasso Office Park - Preliminary Plat Staff presented the plat and Joe Donelson and Louis Levy, of the plat. The list of 35 Advisory Committee (list att followed, several additional explained the background of the application, representing the applicants spoke in favor conditions recommended by the Technical ached) were discussed. In the discussion that requirements were suggested: A. Locate and list dimensions of all easements on plat. This can include notes at the bottom of the plat. & Locate PSO line and City waterline on plat. C, Identify 10' easement on east end of plat as to ownership and lines. D. Identify ownership of 60' ROW at 4th Ave. on Cedar. Dedicate that portion to City if currently undedicateK E. RE No. 3: Delete 20' perimeter easement on east property line. & Add 20' perimeter easement on south property line and overlap ONG 10' gas easement with the general 20' easement if possible. G. Limit access to one 40® access in the middle of each lot in Block 3, and limits of No Access on the rest Of the lots fronting the highway access road (Forrest Drive), H. Include Limits of No Access on all sides of Reserve A. Include an easement for the city for maintenance purposes. I. Include one 50' access on the northeast portion of Lot 1, Block 2 and Limits of No Access on the remainder of the northeast portion. The exact location of the access is to be specified when the site plan is submitted for approval. Include Limits of No Access on the 26,4' strip of lot 1, block 2, J. Include Limits of No Access on the north of lot 1, block 1. K RE No. 12.- Waive the screening requirement portion of that condition,. L, Complete the design of South Dogwood and finish construction when. property is issued building permits, Stub out the street to the south, M. Include limits of No Access on remainder of southern property line., M. Hinkle moved to approve the preliminary plat subject to all the above condi- tions with the exception of condition no. 12 deleting the requirement to provide to along the southern boundary of the property. COMPREHENSIVE PLANNING 6., 1980-81 Owasso Capital Improvements Plan Annual Update - Staff reviewed the 1979 CIP Plan acid the 19'(((((83 projects and schedule. The commission discussed the schedule and offered several items to be for- warded to the council for their consideration: 1. The city should study additional alternatives to building a new fire/emergency station and renovating city hall, due to the Large cost involved. One temporary measure that should be in-- vestigated is using part of the community center as the council/ court room and partitioning the existing council room into office space. E If a new fire station is built, the facility should be designed so that bays and offices can be easily expanded. 36 Because the price of afire class A pumper (project 4.3) is not assured in an initial bid, is the price quoted a realistic figure? Will inflation in the next few years invalidate a fixed sum set aside now for its purchase? C Regarding the costs of providing ambulance and fire services, especially to rural areas outside the city limits, the city should investigate the possibility of charging a monthly rate for these services to all persons within the city's service area, A service district could be formed and charges attached to a current bill, such as the water bill. This would provide a predictable income upon which to finance revenue bonds to maintain and expand fire and ambulance service. INFORMATION ITEMS 7. Tulsa Metropolitan Historic Preservation Plan - Staff reviewed the proposed plan policies and related that they would be considered in public hearing before the TMAPC on April 23, 19808 No action taken, V -1979 TMAPC Annual Report - Staff distributed the Annual Report as informa-- -- ti an on d discuss— the .,MAPCys activities and products. No action was taken, 9, New and General Business - The commission directed staff to request the council to institute a new policy: that staff should review each request: for temporary waiver of building permit or platting requirements prior to council action in order to present staff recommendation. That recommenda- tion could include a request that the planning commission review it prior to council action., There being no further business to consider for the evening, L. George moved to adjourn.
