MINUTES
Thursday, February 21, 1980, 7:30 p.m.

written. J. Simmons seconded the motion.

LOT SPLIT REVIEW
5. OLS-19 R. D. and Bernadine Bail
Staff explained that this lot split had been withdrawn and the applicant
was completing the subdivision platting process for the property as Forrest
Drive Industrial Park.
6. OLS-20 Bill Lewis
Staff explained that the lot split had been withdrawn and the applicant
was resubmitting the proposal as a subdivision plat.
SUBDIVISION REVIEW
7. For Forrest Drive Industrial Park - Conditional Final. Staff presented
the plat and indicated the necessary conditions to be met, as noted on
the subdivision checklist, before approval of the final plat. Staff was
directed to indicate limits of no access on Forrest Drive taking into
consideration existing conditions on lots 1, 2 and 6 prior to final a-
pproval of plat. Stan Ewing, representing the applicant, discussed the
plat and indicated that all conditions could be met.
E. Stevens moved to conditionally approve the final plat subject to the
conditions noted in the subdivision checklist and to direct staff to
indicate appropriate limits of no access along Forrest Drive. J. Simmons
seconded the motion.

COMPREHENSIVE PLANNING
8. Housino Assistance Plan
Richard Brierre of INCOG explained the process of developing a Housing
Assistance Plan for Owasso and how it relates to the applications for
the Community Development Block Grants. General discussion followed
during which several commission members asked questions regarding how
a HAP would affect the city's ability to adopt and administer assisted
housing policies. Staff stated that the Comprehensive Plan encourages
a full range of housing stock for the city. A draft of the Plan will
be presented to the City Council March 4, 1980., The Planning Commission
requested copies of the draft prior to the meeting so that they would
have a chance to review the draft and forward comments to the Council.
9. Residential Plan Studv - TMAPC
Staff presented the review of the Phase 1 report and summary of findings
as information items. This is a metropolitan residential plan being
produced by the TMAPC staff. General discussion followed. It was noted
that for the zone 101, which includes Owasso, the average sale price of
two bedroom homes was shown as declining from 1976 to 1978, whereas that
category showed increases in the rest of Tulsa County.
10. Information Items - Tulsa Zonin
Staff noted that the Tulsa City Commission voted to approve three zoning
cases near Owasso:
1) TZ-5340, RS-1 to IL, located south and east of the SEA of
76th St. North and Mingo Valley Expressway.
2) TZ-5322, AG to IL, located at the SE/c of 76th Street North
and North Sheridan.
3) TZ-5328, RS-1 to IL, located at the SE/c of 69th Street
North and Mingo Valley Expressway.
11. Information Item - 1980 APA Conference
Staff announced the 1980 Spring Conference of the Okla. American Planning
Association to be held in Oklahoma City and encouraged Planning Commissioners
to attend.
12. New and General Business
A memorandum from the City Manager was presented, copy attached to these
minutes, stating that the City Council had requested the Planning Com-
mission to require a developer of a subdivision to make arrangements for
water service with either the city or a rural water district prior to
final approval of the plat. The Commission directed staff to explore a
procedure to assure that a developer has written approval for water service

from the appropriate agency prior to final approval of a plat,
There being no further business to consider for the evening, E. Stevens
moved to adjourn, J. Simmons seconded the motion.
