MINUTES

1. Chairman Carr called We meeting to order at 7:35 p mmn,
2, and declared a quorum present.
STAFF PRESENT

3 E. Stevens made a motion to approve the Minutes of the September 27, t.919
meeting. M. Hinkle seconded the motion, Motion passed 4-0.
ZONING PUBLIC HEARING

Staff presented case history and described the existing conditions of the
parcel and surrounding property. C. Carr asked if there was anyone present
in favor of the rezoning request.
Mr. A. J. Hopkins was present and spoke in favor of the rezoning request.
Mr. Hopkins noted that he applied for IM (Industrial Medium Intensity) to
allow a commercial recreation activity, namely a golf driving range, and
future industrial uses.
E. Stevens expressed his desire to rezone the property IM, because Owasso
currently does not have industrial zoned land allowing higher intensity
uses than what is allowed under IL.
L. George said he favored IL zoning due to a more controlled review of
commercial recreation activities that would be allowed under IM zoning,
such as go-cart rating,
Chairman asked for Staff Recommendation which was as follows:
The property is currently a vacant residential mobile home park, Due
to the fact that the tract lies within the 100-year floodplain, it is
unsuitable for residential development. Applicant has applied for IM
(Industrial Medium) zoning for the purpose of commercial recreation
activities, which are allowed by right under IM zoning, and for future
industrial use.
Staff favors industrial zoning for this tract due to its desirable
proximity to the expressway, surrounding land uses, and its flooding
potential. The Owasso Comprehensive Plan calls for industrial land use
for this area.

Staff recommends a modification of the zoning request, APPROVING IL,
rather than M. This would allow uses that conform more to the sur-
rounding industrial intensities, and would allow commercial
recreation uses as a special exception rather than by right,
M, Hinkle made a motion to rezone the subject trace: IL (Industrial Light_),
L. George seconded the motion.

Against: E. Stevens.
Motion Passed: 3-1.
5. Z-5328 TMAPC Referral
M. Hinkle made a motion to request TMAPC to table the referral case, in
order for Owasso to notify surrounding property owners. L. George seconded
the motion.
For: C. Carr, L. George, M. Hinkle and E. Stevens.
Against: None.
Motion Passed: 4-0,
L, George made a motion to process all zoning referral cases like Owasso
zoning cases are processed; notifying the applicant and property owners
within 300' of the time and place that the Owasso Planning Commission will
consider the case. E. Stevens seconded the motion,

LOT SPLITS
6. OLS-18 Terry L. Davis
Staff explained that the lot split meets all Owasso Zoning and Subdivision
Regulations; the lot split has been reviewed by the Technical Advisory Com-
mittee; and Staff and TAC recommends approval of the lot split.
L. George made a motion to approve the lot split. E. Stevens seconded the
motion.
For: Co Carr, L. George, M. Hinkle and E. Stevens.
Against: None.

SUBDIVISION PLATS
7. LakeridRe Terrace - Preliminary Plat
Staff recommended that the plat be tabled due to the denial of the proposed
zoning scheme by Council,
M. Hinkle made a motion to table the plat. L. George seconded the Motion.
For; C. Carr, L. George, M. Hinkle and E. Stevens.
Against; None.
Motion Passed 4-0.
& 76 CENTER - Preliminary/Conditional Final.
Staff presented the plat and indicated necessary conditions to be met as
noted on the subdivision checklist, before approval of the final plat.
Staff also recommended that the Planning Commission waive the 50' right-
of-way required by the subdivision regulations based on the City Engineer's
recommendation that the existing right-of-way is sufficient.
Staff noted that the City Engineer recommends approval of two 25' access
points based on a submitted parking lot layout scheme.
E. Stevens made a motion to conditionally approve the final plat subject to
the conditions noted in the subdivision checklist and to waive the 50' right-
of-way required by the subdivision regulations. M. Hinkle seconded the
motion.
For: Co Carr, L. George, M. Hinkle and E. Stevens.
Against: None.
Motion Passed 4-0.
9. There being no new business,
10. L. George motioned to adjourn, C. Carr seconded the motion. Motion passed
4-0 and meeting was adjourned at 10:00 p.m.
