MINUTES of Regular Session
Thursday, June 21, 1979, 7:00 p.m.

I , Chairman Carr called the aieeting to order at 7./40 p.m�
2, and declared a quorum present.
3. L. George made a motion to approve the May 17, 1979 MintAese J. Simmons
seconded the ).notion.
4. Industries for Tulsa., Inc. gave a short presentation concerning the pro-
posed railroad spur connecting the A.T.& S.F. Railroad and Cherokee Ind-
ustrial District. Staff noted that the presentation was for informational
purposes only, and that a segment of the spur, inside the Owasso city
limits, would be considered by the Board of Adjustment for a special ex-
ception. Gene Buzzard, attorney and Marvin Wynn, Director of Industries
for Tu. sa., Inc, were present.,
'L. George questioned the type of railroad crossing at 76th St. North,
Gene Buzzard indicated that the regulations for railroad spurs are dif-
ferent than those for main tracks, On this spur trains will.. be traveling
at a slow rate and be required to stop at tne on-grade crossing.
ZONING PUBLIC HEARING
5. TMAPC Referral 5282
Staff presented case report® There were no citizens present to speak for
or against the request, General discussion followed concerning the com-
mission's desire to gain additional impute from the applicant and residents
in the vicinity. Co Carr made a motion that the commission table the re-
quest until the next regular meeting July 19, 1979. L. George seconded
motion.
For. Co Carr, L. George, J. Simmons, and E. Stevens.
Against: None.
Motion passed 4-0.
Commission directed staff to notify TMAPC as to the Owasso Planning Commission's
desire to continue zoning referral for 30 days.
6. OZ-46 City of Owasso
Chairman asked staff to present case history, Staff explained that this
particular rezoning request was initiated by City Council May 1, 1979.

At that time, there was a request to rezone property abutting on the
north from RS-2 to RM-1 o City Counc il voted to rezone the property to
the north. RS -39 and initiated an application to down zone this parcel
from RM -1 to IBS -3
Considering the development densities presently allowable under existing
ng
conditions, together with the ac:itivity of the high school across the
street; staff recommends approval of down zoning this parcel from RM-1
(multi-family) to RS -3 (single- family) to help alleviate future problems
of traffic congest.:i.on. along 129th E. Ave, at the intersection of 86th. St:
North and 129th E. Ave,
After further discussion., E. Stevens made a motion to approve the request.

SUBDIVISION PLATS
7. Water Products Inc. - Conditional Final,
Staff presented plat and stated conditions that needed to be met before
%inal release of plat. The conditions were stated in the subdivision
checklist. After general discussion, Lo George made motion, to condition-
ally approve the final plat subject to the items indicated in the
subdivision checklist. J. Simmons seconded motion,

8. 'three Lakes III - preliminary
Staff presented plat and stated conditions that needed to be met before
final plat approval and releases Conditions were stated in the subdivision
checklist. After discussion of the proposed frontage road along Mingo
Valley Expressway and the conditions for plat approval., L. George made a
motion to approve preliminary plat subject to the following conditions:
1) All conditions noted on the subdivision checklist be meta
2) Provide access to proposed frontage road along Mingo Malley
Expressway located at the northwest corner of Block 20
3) Shorten cul- de-sac in Block 4, to provide for a 20° lot
line separating Lots 2 and 3, Block 4.
4) Provide additional 5° utility easement: along east lot line
of Lots 7 and 11, Block 2, and Lot 25, Block 3m

LOT-SPLITS
90 OLS-4.5, Terry L. Davis
Staff presented case history and explained that the structure was built
over the lot line. The request involves shifting the. interior '..Lot line
to acco-iTtmodate structure. The resulting lot conforms to the zoning require-
ments and staff recommended approval. After general discussion, L. George
made a motion to approve the lot split, J. Simmons seconded the motion,

SITE PLAN REVIEW
10. Billy Emery
Staff presented site plan proposal and recommended conditional. approval.
After further discussion, E. Stevens made a motion to approve the site plan
subject to the following conditions-
1) Provision for a turn-around at the south end of the parking lot
located east of the proposed structure, since applicant has not
provided any written agreement concerning mutual access easement
with property owner to the east,
2) Show correct dimension (of 28') for entrance off of 86th St.® No
3) Legal should read lot 678, Block 2.
L. George seconded the motion.

Against: None,
Motion passed 4--0.
11. Staff presented finalized capital improvements program to commission. A
recommendation was made to include financial data on schools. Staff noted
that the data was being sought and that it would probably be as an addendum
to the program.
12. There being no new business,
13. E. Stevens made a motion to adjourn, J. Simmons seconded the motion.
The meeting was adjourned at 10:30 p.m.
