Lambert was accepted by the Planning Commission with A. Lambert expressing n_r..s satisfaction in serving on the C'carrm.issJOn and that he would be seated on the City Council. a � o o e. 5. A. Lambert and, the Panning Commission recognized. M, Hinkle as a. new member of the Planning Commission, and expressed gratitude for her willingness to serve her community in such a capacity,, ZONING PUBLIC HEARING om OZ -44 Larkin Bail Staff presented case history and gave recommendation for approval. Aster general discussion, Lo George made a motion for approval., M. Hinkle seconded motion. FOR: A. Lamberts, L. George, M. Hinkle, J. Simmons AGAINST: None Motion. passed 4 -0. 7m Ordinance repealing Section. 280 of 'Title 100, Zoning Code Staff explained to Commission that this Ordinance "is an attempt to clarify the existing requirements for structure setback from abutting streets. Section 280 spells out only general requirements which are reiterated with more restriction in the Zoning Ordinance under the respective land uses.'' Staff recommended approval of ordinance. J. Minutes of April 19, 1979 Page 2 &< Staff presented case history and gave recommendation as follows: "The area surrounding the proposed annex:at::lon has access to water, but sanitary sewer has severe problems due to the fact that the sewer lines are already at or near design capacity, However, the owners or the proposed annexation do have access e ss to five sewer taps purchased from Hale Addition to the south, This will probably be sufficient to serve the proposed. annexation, but tiri_i.l be a definite limiting factor for rr.rtnlr.er development _r..n the area,, Staff would prefer that applicant w <ri:ild petition for annexation aa._r.d show development plans for the surrounding 115 acres in same ownership However, cue to the lack of access to sanitary sewer in servicing the total 115 acres, Staff recommends approval- of the annexation petition as submitted, It is the Staff's understanding that the applicant will be seeking commercial zoning for the parcels. If the parcels are an:n.e:xed. by City Council, the zoning will be AG Agricultural District in accordance with Title 100, Section 110.3 of the Owasso Zoning Codes Any application for rezoning will be reviewe.d by the Planning Commission.'' Rio Vista - Conditional Final At the Chairman's request, Staff presented the plat of Rio Vista and stated the conditions that need to be met before final approval by City Council. The conditions were indicated in the subdivision checklist. Le George expressed his concern for traffic congestion at 98th. Street North and Garnett Road since that would be the major access point to the subdivision till 96th. Street North is improved. L. George made a motion that conditional final approval be given, subject to the conditions expressed in the sub- division checklist with the added condition that limits-of-no-access be shown along front of Lot 1, Block 1 from Garnett Road to as far west as possible, allowing driveway access to occur on the western edge of the frontage. Also, that limits- of -no- access be shown along north swede of Lot 1, Block 2 from Garnett Road 130° to 112th East Avenue, A. Lambert seconded motion. FOR: Am Lambert, Lo George, J. Simmons, M. Hinkle AGAINST: None Motion. passed 4 -0. Owasso Planning Commission Minutes of April 19, 1979 Page 3 10, Water Products Co. - Prelimina Staff presented plat with subdivision checklist listing conditions that needed to be met before final approval, L. George made a motion for approval, subject to conditions listed in the subdivision checklist. J. Simmons seconded motion, FOR: A. Lambert, L. George, J. Simmons, M. Hinkle AFAINST: None Motion passed 4-0. 11. The Planning Commission convened into joint session with the City Council.. at 8:10 p,m. City COUnCil members present were: B. Spencer, R. Fickle, R. Wrestler, and D. Thompson,, 12. The Comprehensive Plan presentation was moved ahead of the U. S. Corps of Engineers Study. Steve Carr presented the completed - 1978-2000 Owasso Comprehensive Plan and directed the Council and Commissions attention to tj(-.� various elements of the Plan. Also mentioned was the official Com- prehensive Plan Wall Map that should be kept up-to-date when there are any amendments to the Comprehensive Plan. A Comprehensive Plan document was given to members of the Council and Conmission who were present. 13� The U. S. Corps of Engineers presented the Urban Study Phase II dealing with flooding reduction and water retention for Tulsa County. Various alternatives with benefit/cost ratios were presented in meeting Owasso's water needs to the year 20109 There were no specific projects due to flooding problems, that were eligible for federal monies through the Corps, However, the Corps is in the process of mapping the existing 100 year floodplain within the city limits of Owasso, Also, in the final stage of the Tulsa Urban Study the Corps indicated that it could develop detailed 100-year flood outlines based on full urbanization as depicted in the Owasso Comprehensive Plan 1978-2000; develop detailed plans for locating recreational facilities in floodplains; develop detailed plans for water supply systems; and study management plans for equitable dis- tribution of available water supplies and costs to communities in the study area, Members of the Commission and Council expressed interest in possibly pursuing the first two points. 14. There being no new business, L. George made a motion to adjourn. M. Hinkle seconded motion. FOR: A. Lambert, L. George, J. Simmons, M.
