George made a motion that a recommendation be forwarded to the Owasso City Council re- questing the Council to: first, appoint a new Owasso Planning Commissioner to replace the current O.P.C. member, no Barsi, according to Article X, Absence of Members, Owasso P.C. By-Laws; and second, to appoint an Owasso Planning Commissioner to replace John Dean once the City Council is assured of his resignation, which has been given verbally. C. Carr seconded the motion. Staff noted that OZ-41 would be forwarded to the Owasso City Council along with the case report, recommendation of the OW. C. and staff where public hearing would again be held on the ratter and public comments would be accepted® The date of the public hearing would be February 6, 1979, 7:00 p.m. 7® OZ-43 B. Fithian (2914) - Generally at the NW/c of 86th St. N. and - -- 129th E. Ave.; from RS -1, FS -2g OL and Rt -1 to AG, RS -3, R1 -1 and OL S. Carr presented the case report at the request of the Chairman. Bo Pittman spoke on behalf of the request and discussed the requested rezoning in relation to overall development plans for the E/2 of Section 20, T -21 -N, P- I4-B4 Staff recommendation was requested by the Chair which was read as given in the case report. (See Exhibit A for OZ-43). Commissioner George asked the reasoning for staff recommending -3 for the RS-1 and RS -2 parcels of the area of the Greenwood hills plat, Staff indicated first that RS-1, RS -2 and RS -3 zoning request would all be in compliance with the Comprehensive Plan; second, that the requested zoning of Greenwood Hills parcels was one of three strategies that the developer could have pursued in attempting to bring Phase I of their development; plans into compliance with Corminnf.t y standards and third, that should the Greenwood 'Hills parcels rerraia :r. as RS-1 ara.;:d RS -2, then the net effect of she rezoning request woaa.:dd be to reduce the orrerail densities presently allowable on the subject area and fourth, that requested rezoning patterns would generally relate more to the physical features of the land, Boyle Fouquet, d 002 E. l..dlth Ct, , indicated his Opposition to changing the : S -1 and RS-2 parcels to RS-3 zoning, indicating that Owasso needed a verity of housing and :dot:: sizes as allowed r d by RS-1 and S -2 Districts, General discussion followed, The Chair askew`( for any other new comments for or against.
