No comments were made, Staff recommendation was re- quested and given as follows There are a number of more intense or higher use activities developing at the Mingo Valley and 76th St. North interchange. In the northwest; corner of this interchange, rezoning requests have been rather: numerous since August, 1976, this bung the fifth request. The adapted 1969 Qcrasso, Con rehensr,ve Plan proposes that land two blocks north and south 76th St N (2nd St Q east of Cedar St. be developed as retail commercial prop- erty (see attached Land Use Plana Property two blocks further north and south is proposed as multi-family residential, Since the :Plants adoption, however, some changes Have occurred to im- pact the Plan's proposal. Commercial development has developed to the south and north of the subject property. in addition, ition, the property in question has a drainage channel along the rear of the lot.;, wia.lch serves as <a natural physical division between existing and proposed commercial zon.i..ng to the west of she tra,op -, erty, Accessibility for the proposed use is high. ':ifie higher, intensity use proposed for the area appears to be compatible with surrounding uses, and development constraints of the land, The Phan proposes a high intensity use of the land (multi- family), larrta a different use (residential), Rased on existing and projected conditions, Staff feels that a modif:i,cat:ion of the Comprehensive Plan to allow industrial use for this tract is in orcfc. =r and recommends APPROVAL L of" the rezoning zon.f ng :reque >t, subject: to compliance with the City platting :aequi.rement.
