The Staff presented the recommended condVions for the preliminary approval, Mr. Mike Scott represented the subject project and presented general information regarding the proposed project and subject plat proposal, After considerable discussion, Dean made a motion for approval sub- ject to Staff recommendation and contingent upon the resolving of the possible legal considerations and constraints relating to the ''Conditions Recommended, Other Condi- tions, part E," in particular, the dedication of right-of-way from the subject prop- erty abutting Garnett Road in which the parcel "Lot 3" of the subject property was leased and improved prior to annexation, zoning and proposed platting within the City of Owasso. The motion was seconded by Vallon followed by a 3-0 approval vote by Dean, Vallon and Robinson, Oklahoma Acres - For Preliminary and Conditional Final Approval, The Staff presented the general history and conditions of the development proposals and actions to date. The Staff then set forth the recommended conditions for preliminary and conditional final approval, Dean made a motion for approval subject to Staff recom- mendation, and the motion was seconded by Vallon, and a 3-0 vote for approval was made by Dean, Vallon and Robinson. ZONING REFERRAL, Z-5054 Allan G. Anderson (Alan Anderson Tom Mason W. W. VanDall) - The NW /c. of 96th S reet North and 145th East Avenue, Request for approval of rezoning from AG to RS-1 and CG, The Staff presented the case report. General discussion followed and Staff ecommendation was requested. The zoning referral was approved on a motion by Dean, seconded by Vallon, and a 3-0 approval vote by Dean, Vallon and Robinson for a zoning change from AG to RS-1 and CS. SITE PLAN REV IEW- urliqg'ame Center - For Approval, SW/c of Garnett Road (US 169) and 116th Street X07 Eh (SH YO) β€”. β€”The proposal was submitted to the Planning Commission and based on the discussion carried on regarding the Burlingame Center preliminary plat, comments by Mr. Scott, and Staff recommendation, the Commissioners voted to disapprove action on the site plan until questions regarding the Plat, existing structures, and proposed development had been more fully clarified. A motion for deferral was made by Dean, seconded by Vallon, and a 3-0 vote for disapproval was made by Dean,, Vallon, and Robinson, October 20, 1977 Work Session No. I GENERAL DISCUSSION: Comprehensive Planning The Owasso Staff discussed the general history of planning . in Owasso and brought the comprehensive planning process up to date for the Comm-issioners. General discussion on previous activities in this regard were made by Dean and Robinson, An overview of the study process was explained to the Commissioners and a tenta- tive schedule of study meeting dates was presented to the Commissionerso Study materials, including the Owasso Planning Notebook, were handed out The Commissioners reviewed the Citizens Committee Proposed-By-Laws and indicated that they wished to have additional time to review the By -hawse After same good discussion, the Commissioners proposed that Previously developed list Of Citizens Committee members be used as a base upon which to build additional Citizens Com- Tittee membership. Notification to the local press of the Study's activities and events was also agreed upon by the Commissioners. The proposed 1977-1978 Owasso Comprehensive Plan Study and Planning Area was dis- cussed and a map designating the area was shown to the COmmissionersa The Commis- sioners voted on a motion by Dean, seconded by Vallon, and a 3-0 vote for approval. of the study area (described in the Citizens Committee Proposed-By-Laws) as described by Staff. There being no further business, Dean made a motion to adjourn, which was seconded by Vallon, and voted 3-0 for approval by Dean, Vallon and Robinson,
