Chairman Anderson called the meeting to order at 7030 p.m., and declared a quorum

On Motion of Holt, seconded by Houser, the Planning Commission voted to approve
the Minutes of November 20, 1975 Vote was 4-0.
ZONING CASES-
OZ-21 Da Edward T Sokoloskv - NE /c of 14th Street & Ash. RS -:3 to CC
Staff f gave the pre entation. Dr. Sokolosky was present:: and spoke in favor of the
application stating; that the proposed use was to be for a mini storage development,
There 'Caere .five Protestants present (see attached ,List) who spoke against the
application. The Protest: ants stated that they felt that this location, across the
street from a school, was a bad location for commercial zoning because of the type
of uses allowed. The Protestants also were worried about the probable increase in
traffic through this area, The Staff then gave the Staff Recommendation of Denial,
which is attached to and made a part:: of these minutes. Dr. Sokol.osky then spoke in
rebuttal_ of the recommendation and asked the Planning Commission to approve his
request. The protestants then restated their position and reasons for being against
the application,
On Motion of Houser, seconded by Holt, the :E':1anning Coaamission voted to deny the
request. Mote was 3 -0-1 to deny with Chairman Anderson abstaining,

Park Dedication Requirement:
There was much discussion of the Subdivision Regulations which require a developer
to dedicate or reserve 21% of his property for park purposes. This discussion also
concerned itself with the implications of the requirement and whether or not the
requirement is reasonable„

The Planning Commission instructed the Staff to write up a proposal which also
includes giving the City an out,

The Staff gave a presentation of the proposed Federal Insurance Administration (FIA)
3 -year mapping program of Tulsa County creeks. There was discussion among and with
the Planning Commission members,

The Planning Commission accepted and approved the new 1976 Calendar presented by
the Staff.
Interchange of 86th St North-,& Mingo Valley Expressway.
The Staff presented the Highway Department proposal and the alternate proposal by
TMAPC and the City of Tulsa Traffic Engineering Department., The Planning Commission
recommended that the take line shown by the Highway Department be accepted but that
the geometries be reconsidered as per the TMAPC and Tulsa Traffic Engineering
recommendation,

On Motion of Moore, seconded by Clouser, the Planning Commission voted to accept the
changes made in the proposed Three Lakes Addition. Votex, was 4-0.
The Staff presented to the Planning Commission a copy of the letter that Terry Davis
sent to the Park Board asking the Park Board to let him withdraw his proposed ded &
cation ion o.f the lake in Three Lakes Addition,
The Planning Commission requested that the Staff check into the sign at 11th and Main
and see if it meets the sign regulations of the Zoning Code. There is some concern
by the Planning Commission members that the sign exceeds those requirements,,

There being no further business, on Motion of Holt, seconded by Moore, the Planning
