1. CALL T O ORDER - Nice Chairperson Richard HeIrn called the meeting to order at
4.005 p.m,
2. ROLL CAUL - A quorum was declared present.
3. MINUTES 'S OF OCTOBER 309 1991 - M 0 Eckel moved to approve the minutes of
October 30, 1991 as written. Motion seconded by Jinn Smalley. A vote on the 1raotion was
recorded as follows:

4. O OA -146 m ST. HENRY'S CHURCH (3014) - A bequest for a Special Exception of
Section 410 - Principal Uses permitted in residential Districts, to Allow Expansion of Use Unit
5 - Community Services, Cultural and recreational Facilities in a residential Single Family High
Density (RS-3) District, Generally Located at 1002 North Forrest Drive, Owasso, Oklahoma.
Mr. Augustine reviewed the applicant's request. The subject tract is approximately 3.3 acres
in size, zoned RS-3, and has an existing church. The expansion will be an addition to the
building and a paved parking lot. The church building acts as a buffer between the residences
to the west and the highway to the east. Following discussion by staff, Board members and
citizens, M 0 Eckel moved to grant the Special Exception, subject to the following conditions:

land use.

Section 610 - Principal Uses Permitted in lorrrmercial Districts, to allow a Use Unit 17 -
Automotive and Allied !'activities in a Commercial Shopping Center (CS) District, Generally
Located at 206 North Main Street, Owasso, OK,
Mr. Augustine reviewed the applicant's request. The subject tract is located at 206 N Main, is
zoned CS, is 70' x 150' in size, and contains a, residence, 'rhe applicant is requesting a special
exception to be allowed to establish an automotive repair strop, which will include the addition
of a. new garages The Zoning Code does not allow automotive activities by right in commercial
shopping areas, but it does allow the Board of Adjustment to grant a special exception.
Following discussion, Jim Smalley moved to grant the special exception subject to the following
conditions:
10 'That all vehicles be parked behind a screening fence or in the garage.
70 That all lighting be screened and /or directed down and away from any residential
land use,
3. That working hours be restricted to 7 :00 a.in. to 7 :00 pom, six days a week, with
no work to occur on Sundays.
4, 'That all work shall occur within an enclosed structure and that excessive noise be
restricted,
50 That all materials be stored within the garage.
6, That the existing screening fence be kept in good repair and additional screening
fence be placed, if needed, to separate the tract from the abutting residential uses.

Io That signage be limited to one (1) 8 square foot yard sign placed behind the
sidewalk. If lighted, it shall be by constant light to rninhnize the impact to the front
yards of the residential dwellings north and south of the tract,

in a residential Single Family High Density (RS-3) District, Generally located at 12500 l:a.st
86th ,Street North, Owasso, OK,
Mr. Augustine reviewed the applicant's request, The subject tract is located at the southeast
corner of 86th St N and 125th E Ave and is approximately 7 acres in size, It is currently zoned
S -3 and contains an existing church. The applicant is requesting a variance of Section 420.2ud,
Signs, of the Owasso Zoning Code to allow the construction of a sign that will be approximately
100 square feet in display area and exceeding the 4' height limitation, The sign will be
constructed on the site of the existing sign. They are also requesting a special exception of
,Section 410 to permit future expansion to the existing church. Following discussion, Jim
Smalley moved to grant the Variance and the Special Exception, subject to the following
conditions:
1 o That the sign be compatible with the architecture of the area.
1 That the sign be located no closer than 10' to the property line along 86th St M
3e If the sign is to be illuminated, it will be by constant external and /or internal
lights,
4, That the Special Exception be granted for a period not to exceed five years and
that all other requirements of the City be met.
