10 CALL TO ORDER. - Mice Chairperson Richard Helm called the meeting to order at

September 25, 1991 as written. Motion seconded by Lew) Trammell, A vote; on the motion
was recorded as follows:

4. A -145 RANDY l OONKEST ®lA) - A Request for a ,Special Exception of
Section 610 - Principal Uses permitted in the Commercial Districts, to Allow a Use Unit 24 --
Light Manufacturing Use in a General Commercial (CG) District, Generally Located at 404. E
Second St, Owasso, Oklahoma.
Mr. Compton reviewed the applicant's request. The subject tract is zoned CG and contains a
new building previously used for storage and maintenance, The Board of Adjustment must
consider the specific light manufacturing use for Special Exception as the Zoning Code does not
permit all light manufacturing uses to occur by right in areas zoned Co
A citizen's group from the surrounding neighborhood was present and presented their concerns
to the Board. Following discussion by staff, board members and citizens, M 0 Eckel moored
to grant the Special Exception, subject to the following conditions:

1. That all vehicles associated with delivering materials or parts and shipping final
products be required by the applicant to access the tract from the east using the Highway
169 service road, Daily use of Second Street and other adjacent residential streets for
industry use is unsafe and inappropriate.
2 That all ligliting be screened and/or directed down and away from any residential.

4. That all manufacturing work occur within an enclosed structure and that excessive
noise be restricted.
5. That outside storage of materials is allowed, but restricted to the area south of the
new building. :materials shall be stored in such a mariner that the detention facility will
continually function as designed. Trash containers shall be located in this area a- so.

7. That signage be limited to one wall sign located on the east side of the building.
If lighted, it shall be accomplished in such a manner as to minimize negative impacts on
the rear yards of the residential dwellings north of the tract,
. `rhat final occupancy and business license not be allowed until the parking area,
with one properly designated handicapped parking space is paved and the detention
facility has been completed as approved by the Owasso planning Commission.
9. That the applicant or owner provide a dust --free access road to the property.
10. That the gate opening onto Second Street be locked, with access to it being
allowed in the event of an emergency. Signage to restrict traffic will be supplied by
owner.
The motion was seconded by Leon Trammell and a vote was recorded as follows:

5. GENERAL DISCUSSI ON OF CAS's #O A-13 - In a case heard by the Board of
Adjustment about a year ago, the Scoreboard Sports Center was given one year ill which to east
the ar%in ; requirements in the Zoning Code, That condition has :�i.ot yet been met. The owner
will be given notice that the case will come before the Board at the next inecting if he has not
con lied with the condition of the Special Exception granted him on Septernbor 6, 1990.
