Marcia Doutwel-1- Jim Smalley The meeting agenda was posted in the Owasso City Hall, 207 S Cedar, an March 13, 1990. 1, CA IL TO OR) ER - Chairperson Mac Borgna called the meeting to order at 4:10 p.m. 2. R LI, CK11:2I - A quorum was declared present. 3. 111INUT]ES OF JANUARY 2, 1_991 - Jim Smalley moved to approve the minutes of January 2, 1991 as written. Motion seconded by M to Eckel. A vote on the motion was recorded as follows--- Mac Borgna Yes M 0 Eckel Yes Jim Smalley - Yes The motion carried 3-0- BOARD OF ADJUSTMENT PUBLIC HEARING 4. A Request for a Variance of Section 430 of the Owasso Zoning Code, Bulk and Area Requirements in Residential Districts for, Lot Width in an RM-1 (Residential Multi-Family Low Density) District, to Allow for the Construction of a Single-Family Dwelling- Chairperson Borgna introduced the case and requested staff presentation. The applicant is requesting to be allowed to place a single-family dwelling on the subject tract, which is a legal non-conforming lot established prior to zoning. It is 50' in width instead of the 60' required by the zoning code. Because of the lot width, it does not meet the bulk and area requirements of the code. The applicant was not present- Three surrounding property owners expressed no objection to the variance for a single-family dwelling- Following discussion and the satisfactory answering of questions in regard to the variance, Jim Smalley moved to approve the requested Variance- Motion was seconded by M 0 Eckel. A vote on the motion was recorded as follows: Mac Borgna Yes M 0 Eckel Yes Jim Smalley - Yes The motion to approve the requested Variance carried 3-0. Eqnn. Freeman, president of the Owasso Homebuilders Association. and Howard Kb. lsy, president of the State Homebuilders Association, were both present to present arguments against such a requirement. I'Ir. Kelsy suggested, that the lot lines be strung and a measurement be taken by the inspector at the time of the footing inspection so that errors in digging the footing can be caught at that time.
