Chairman Borgna introduced the case and referred the Board to thp

National Gt_tarcl, present and briefly explained the? armory
concept and answered questions from the audience. Questions were
raised concerning the noise factor and street access. Richard Hall
addressed the Board and audience representing the Owasso Economic-,
Development Authority. Steve Compton gave a brief staff report on
the case and stated that two citizens had phoned to say that they
were in favor of the ar(flory,..
Robert Wiffin moved, seconded by Richard Helm, to approve the
request for as Special Exception subject to staff recommendation-,
(1) Prior to the issuance of a building permit, the applicant
be required to return to the Board fo eviet,,j and
approval. The Site Plan should address the following concerns
as a minimum:
(a) specif ic, locations of the proposed buildings,
including setbacks f r-c'mn thie North property
