1. Chairman Borgna called the meeting to order at 4 :08 p.m., and
20 declared a quorum. present
3. Rationale for decision on OBOA - -89
Chairman Borgna presented, to the members, copies of a proposed
response to Ms. Canis for their consideration. After discussion,
motion was made by Mr. Richard Helm, seconded by Mr, Leon Trammel .
to accept the response presented to be mailed to Ms. Kanis. (Attachment "A")
AYE: Adapts, Helm, ':Trammel.. and Borgna
NAY: Notre
Motion carried 4 -0 -0.
4. Objection to OBOA minutes for Wednesday, January 15, 1986, as
they pertain to OBOA -88 - April Kanis
Mr. Jim Dunlap read Pisa Danis' objection and explained that after
reviewing the tape of the meeting of Wednesday, January 15, 1986,
the minutes are correct, as submitted, and are not in need of
revision.
5. Objection to OBOA minutes for Wednesday, January 15, 1986, as they
pertain to OBOA -89 -- April Kanis.
Mr. Jim Dunlap read Ms. Kanis' objection and stated that after
reviewing the tape of the meeting of Wednesday, January 15, 1986,
the minutes are correct, as submitted. Mr. Dunlap clarified the
minutes by stating discussion was held, motion and vote was taken,
then Ms. Kanis requested to be given the rationale of the decision.
Mr. Borgna acknowledged that request and that Ms. Danis would
receive a statement from the Board, in writing,

The reading of the minutes of January 15, 1936, was dispensed with due
mt
to the pact that board members reviewed copies sent in e mail.
Mot_i-on was made by Mr. Charles Adams, seconded by Mr. Leon Trammel,
to approve the minutes as written.
AYE: Adams, Helm, Trammel and Borgna.
NA-Y: None
Motion carried 4-0--0.
PUBLIC HEARING
7 OBOA.- -90 (2914) - -- Ms. Patti C. Wann - Request for a Special Exception
to allow a Home Occupation (prepare income tax on a part --time basis)
in an RS -3 district. The _legal description is Lot 40, Block 2,
Elm Creek Estates, First and the general description is 11818 E.
80th. Place
The staff evaluation was included in each member's packet
Chairman. Borgna opened the discussion to the members to ask
Ms. Wann any questions.
Mr. Leon Trammel asked if there would be public advertising in
order to solicit business
Ms. Wann confirmed that she would be advertising in the paper,
Mr. Charles Adams asked for an estimate of the number of returns
she expects to do for this season.
Ms. Wann suggested she might be doing 2 - -3 per day. Ms. Wann also brought
up that she had a petition signed by all the neighbors that were in the
close vicinity of her home stating they did not object to her doing this
type of business in her home.
Mr. Borgna suggested granting Ms. Wann a six month trial -basis period
to see how this business worked out in a residential area, Ms. Wann
could reapply, again, after this time,
Mr. Leon Trammel made the motion to grant the request based on the Staff
Evaluation for six months, and Mr. Richard Helm seconded.
AYE: Adams, helm, Trammel and Borgna.
NAY: None
Motion carried 4--0 -0u
There being no f=urther business to consider, motion was made by Mr.
Richard Helm, seconded by Mr. Charles Adams to adjourn meeting
AYE: Adams, Helm, Trammel, and Borgna
NAY: None
Motion carried 4_0-0. Meeting adjourned at 4925 p.m.
