Eddie Green, representing the applicant, explained that the facility was proposed as a 120 bed home and it had already received a certificate of need from the state, Board members discussed the proposal and the site plan with Mr. Green, There were no protesters, R., Helmi moved approval of the application, C. Adams seconded the motion, Aye: Helm, Adams, Trammel and Borgna, Nay; None, Motion carried 4-0-0,. 5 OBOA-77 Elm Creek fnc,, Chairman Borgna reviewed the case history and the staff evaluation: The applicant requests a Special Exception to allow an off-. site construction -facility in an RS-3 district, The applicant wishes to locate a temporary building or mobile home for use as a construction and sales office while the subdivision is being built, The lot is located at the northwest corner of math SV North and 123rd East Avenue, The vacant lot is surrounded by RS-3 zoned lots on the north, east and west, Some homes have been built to the northwest in a prior Elm Creek Subdivision., There are homes and duplexes located on AG property south of 76th Street North, The zoning code lists an off-site construction facility as one of the uses which in some instances may be suitable for location in any use district but, because of their potential adverse influence on adjacent properties, require site review and are, therefore, permitted in all use districts as a special exception requiring Board of Adjustment approval, There are also additional conditions for approval of construc- tion facilities listed in Use Unit 1002: Construction facilities 1. The use may continue for a period not to exceed two years in the same location. Z Ingress and egress must be from arterial or collector streets, provided that the Board of Adjustment may approve a location with access to a minor street upon a finding that such location would not result in in- creased traffic on streets in residential areas,, 3. The use shall not be located nearer than 1100 feet to Owasso Board of Adjustment Minutes October 17, 1984 Page 3 any lot containing an occupied dwelling without the consent of the owner thereof, Board members should consider whether this request would have any adverse effects on the neighborhood or on through traffic on 76th Street North and whether any additional conditions should be imposed.,, Pat Woods, representing the applicant, explained the proposal and said that they had placed a similar facility on the of immediately west of this one for the previous subdivision, Board members discussed the three conditions for construction facilities with the applicant, R. Helm moved approval of the application subject to the staff evaluation,, C, Adams seconded the motion, Aye: Helm, Adams, Borgna and Trammel,- Nay: None, Motion carried 4-0-0.,, There being no further business to consider, C,. Adams moved to adjourn the meeting, R. Helm seconded the motion, Aye: Helm, Borgna, Adams and Trammel, Nay: None, Motion carried 4-0-0.
