Chairman Borgna presented the case and called an Ward Camp, attorney for the applicant to explain the request. Mr. Camp presented several exhibits during his presentation that (a's'e attached to these minutes ,,, During the discussion David Cramer, Director of Star, and Rick Rogers, board member of the First Christian Church, also spoke in support o the application. Several person, spoke in opposition to the applica- tion; Gerald Edwards, Corrine Smith and Mildred tlanZandte Other persons asked several questions; Boyd Spencer, bill Green, Lee Dawson and Carolyn Downing. Chairman Borgna read as letter of protest from Allen Inglima that is attached to these minutes. Ron Cates, Attorney and Ward Camp discussed various legal aspects of the application and Mr. Camp stipulated that State Statute 43 (A) O.S. § 613 et seq. vas, indeed, the enabling legislation under which Star Mental Health Center operated. After extensive discussion and questioning, Ma Eckel moved to deny the the application for Special Exception as such was unavailable relief considering the activity and the coning classification, R. Helm seconded the motion. Aye: Eckel, Helm, Adams and Borgna. Nay: None. Motion carried 4-0 -0. R. Helm moved to decay the application for a use variance because the application and the evidence presented by the applicant did not meet the criteria for approval or a variance. C. Adams seconded the motion Aye: Helm, Adams, Borgna and Pkel. Nay: None. Motion carried 4-0-0. INFORMATION ITEMS 5. Letters concerninq TCBOA-475 No action was taken on this item,, There being no further business to consider, R. Helm moved to adjourn the meeting. C.
