Chairman Borgna reviewed the case history and the staff evaluation
The applicant requests a Special Except-ion for mobile homes and
a Variance of lot width from 1,50' to various widths as shown on a
site plan in an RE district, The vacant parcel is located north
of 66th Street North just west of 145th East Avenue, There is one
home located to the west of the parcel, Vacant a(iricultural land
lies in all directions from the parcel, Gravel and mining opera-
tions are located to the east on 66th Street North which carries
heavy traffic to and from the industrial site along 66th Street
North. 145th East Avenue does not go through north of 66th Street
North. The arterial streets near the subject property are two-
laned asphalt streets in fair to poor condition.
The Comprehensive Plan recommends this area as rural residential
agricultural land use, Some development sensitive land is shown at
the north end of the parcel.
This tract was reviewed by the Owasso Planning Commission as a
referral zoning cape in July 1983,, The application requested re-
zoning from AG to RMH (mobile home), The Owasso Planning Commission
recommended denial, The TMAPC and County Commission approved an RE
(Residential Estate) rezoning, The minutes of that meeting are
attached,

The request for mobile homes is a use that can be granted
in an RE zone upon review by the Board of Adjustment, As
with the zoning request, the Board should consider what ef-
fects a mobile home development would have on present and
future development of surrounding properties, Members should
also consider what effects nearby businesses (including the
quarri es ) and other, I and uses WOW d have on mobi I e homes,
Regarding the variance of lot sizes on the site plan, there
are several items to consider. The proposed cul -de -sac is
very long, almost 2000 feet, and some of the lot widths are
rather narrow, Lot 1, Block I is too narrow for a lot that
faces an arterial street, ft should be more in keeping with
the widths of nearby lots. All lots must be large enough to
support septic systems unless another type of sewage treatment
system is approved, Staff would suggest lot widths of at
least 120' wide even if that means redrawing or reducing the
number of lots,
Mr. Carlton, applicant, stated that he wanted to build a subdivision complete
with restrictive covenants such as others he had put in other parts of Tulsa
County with low density, I acre lots not in the floodplain, He stated that,
he wanted to provide moderate income people a place with land to surround
their mobile homes, In response to questions from the Board, he stated that
water service would come from Rogers County Rural Water District and sewer
service from individual septic tanks, He indicated that the land would perc
but tests had not yet been approved by Tulsa County Health Department. He
said the curved cul-de-sac and differing lot widths were designed to make the
subdivision more attractive, He said that the stubbed 67th Place broke the
length of the cul-de-sac and would therefore meet county regulations for
length,,
Some suggestions were made to amend the design, including widening Lot 1,
Block I that faces 76th Street North and widening the front of Lot 9, Block
2 to accommodate moving long, wide mobile homes on and off cul-de-sac 'lots.
The Board discussed the proposed sewer system and the possible effects of
blasting to lay utilities® The Board discussed concerns over the number of
lots to be put on 30 acres and the land's ability to perc.
L. Trammel stated that it was hard for him to decide yes or no, and said he
thought not much else than mobile homes were appropriate at that location,
He also cited the lack of protestors at the hearing. L. Trammel then moved
to recommend approval of the Special Exception for mobile homes and the
Variance to allow minimum lot widths of 120' each, R. Helm seconded the
motion. fn discussion, Helm said the County should take a hard look at put-
ting that many lots on that acreage with septic systems, especially when
they are so close to the quarries,
The matter was called to a vote.
