PUBLIC HEARING 4. ?BOA 55 S 1emcrn.s /Shea f elEd Chairman Borgna reviewed the case history and discussed she ..SAC meet-" °ings and staff evaluation with the applicants and nearby property owners The Technical Advisory Committee had the following comments an the fourth verion of the site plan in addition to previous comments: 1. Utilization of the four eastern lots (hots 5, 6, 7 and 8) for apartments only would allow approximately 7, two bed, roots units which would require a minimum of 14 parking spaces. 2. With sole access to the complex to be from Broadway the proposed relocated hydrant on the west side or Birch may need to be located closer to Broadway so firelighters will have best access to the property® de All parking spaces and driveways will be paged with a weatherproof material such as asphalt or concrete. 4. The 'gash dumpster will be located on a concrete pad OWASSO BOARD OF ADJUSTMENT MINUTES May 11, 1983 Page 2 5, Locate a gate in the fence along the north boundary of the property (bordering the alley) so that fire and ambulance personnel can have emergency access to the rear of the apartments. The gate should be a minimum of 4 or 5 feet wide and should be located an the northeast end between the two buildings in order to provide best access. 6. Set Limits-of-No-Acce west 251 of the south restrict traffic flow lane. 7. Eliminate existing or cial buildings an lot is along the west boundary and the boundary of lot 5 in order to to the designated 20' driveway fire anticipated access from any commer- 4 onto the apartment property. 8. Extend a low parking barrier from the fence at the south-, east corner to the southeast property line in order to restrain cars from parking on the adjacent residential lot while still maintaining clear sight for drivers. 9. Locate only apartment units on lots 5, 6, 7 and 8 and re-- move all existing or anticipated commercial structures from those lots, as stated in the previous Board decision,, 10, Consider approval of the apartment site plan for lots 5, 6, 7 and 8 only. Since lot 4 is already zoned commercial, proposed buildings on that lot should not be considered as at part of this application and any approval of apartment use should not be construed to indicate approval of com-- mercial buildings on lot 4. Board members discussed the amended site plan with the applicants and with Mrs. Thomas, property owner to the east, and reviewed each of the TAU recommendations. Mrs. Thomas discussed the screening fence require- ments between the two properties, As regards No. 9 of the TAU' recom- mendations, the applicants suggested using the commercial building shown on lot 5 of the site plan as a laundry/office for the apartment complex and not for rental to a commercial tenant. L. Trammel noted that outdoor security lighting should be directed inward and should not shine directly into abutting properties. After further discussion of the site plan, R. Helm moved to approve the application and amended site plan for 7 multifamily units subject to completion of the 10 TAC requirements and the two additional BOA requirements. tan© Locate the office/laundry for the apartment complex in the 25' x 251 building shown as "storage" on the site plan and do not use the building for rental to a commercial tenant. 12, Direct all outdoor/security lighting away from abutting properties.
