MINUTES

1, Chairman Borgna called the meeting to order at 4:06 p.m., and
2. declared a quorum present,

3, The reading of the minutes of February 23, 1983 was dispensed with due to
the fact that board members reviewed copies sent in the mail. L. Trammell
moved to approve the minutes as written. R. Heim seconded the motion.

PUBLIC HEARING
4, OBOA-55 Slemons/Sheffield
Chairman Borgna reviewed the case history and discussed the staff evaluation
with the applicants and nearby property owners-.
The applicant requests a Special Exception to allow construc-
tion of 18 apartment units on property zoned CH High Intensity
commercial located northeast of Broadway and Main Streets. The
property currently contains two commercial buildings (one is the
feed store) and one small house. There are also several sheds
and mature trees on the property. The applicant wished to leave
the three buildings and build apartments on the rear of the pro-
perty.
The TAC members discussed the site plan at their March meetina.
The applicant was not present. There were several questions rais-
ed and several changes to the site plan proposed by the TAC, in-
cluding:
1. Eliminating seven required parking spaces shown on
public right-of-way
2, Moving the apartment farther from the frame feed
store.
3. Changing parking and driveway alignments, and making
sure parking spaces meet city code,

40 Reducing the number of units on the lot because the
net densitv would be 44 units per acre,
5� Problems of usinq the alley as a driveway,
V Making sure all drives and parking are paved.
7. Providing some type of open space for the apart-,-
ments,
8, Removing all of structures but the three larger
buildings,
V Possibly adding easements and lines for utility
companies to service the units,
Due to these and additional detailed considerations, TAC members
felt they could not recommend approval of the application and site
plan as proposed, They felt there were too many units proposed for
the space available and that the applicant needed to reduce the num-
ber of units and redesign the site plan before thev could submit
recommendations to the Board. They stated then would meet with the
applicant before their next reqular meeting if he wished to submit
an amended proposal,
The TAC members do not recommend that the Board of Adjustment
approve the application as submitted, but continue the case until
the applicant can submit a revised proposal:,
Mr. Slemons, applicant, explained the proposal to clear part of the land
and redevelop it into apartments, The TAC recommendations were discussed
in detail by the Board, staff and applicants, Nearby residents studied the
proposed site plan, Mr. and Mrs. Rick Thomas, adjacent residents, stated
their concerns that apartments in that location would become rundown in
the future such as apartments located farther down Main Street, L. Trammell
raised the question of whether aDartmetng should be built there or not. Mx,
Slemons said he wanted to bear what everyone had to say to help improve the
proposal,
Chairman Borgna suggested continuing the case to allow applicants to have
a revised site plan reviewed by the TAC members, Board members and appli-
cants agreed on April 6, 1983 as a tentative date for the continued public
hearing,
R. Helm moved to continue the public hearing for OBOA-55 to April 6, 1,983
to allow time for a revised site plan to he reviewed by the TAC members.
