Chairman Borgna called the meeting to order at 4:17 p.m., and 2. declared a quorum present., 3. The reading of the minutes of February 2, 1983, was dispensed with due to the fact that board members reviewed copies sent in the mail. G. White moved to approve the minutes as written. R. Heim seconded the me t i on Aye: Helm, Borgna, White, Fickle and Trammell,, Nay: None,, Motion carried 5-0-0, PUBLIC HEARING 4. OBOA-52 - Smith Medical Clinic Chairman Borgna reviewed the case history and discussed the staff evaluation with the applicants - The app licant requests a variance of Section 1130 of the Zoning Code to allow an extensin of time for paving a parking lot with an all-weather material. The parking lot will ac- company a doctor's office building currently under construction. A convenience store abuts the property an the north. Vacant commercial property lies to the east, and vacant duplex pro-- perty lies to the south. To the west lie a drainageway and a church. The only access to the property is from 123rd East Ave. along the east border. In deciding this case the Board should consider: 1. Whether it is appropriate to grant an extension of time for completing building requirements. 2. What length time limit would be reasonable to ex- pect the parking lot to be paved. Smith, applicants, discussed their office currently under construction and requested the delay in paving the parking lot so thaL, they could generate the necessary funds through the operation of their office. They stated that they fully intended to pave the parking lot; they just needed time to generate the funds. Board members disussed the office, the surrounding land uses and various alternatives of ex- tending time limits for paving. They also discussed similar cases arounE the city,, it. Helm moved approval of a 90 day extension of the requirement to pave the parking lot to extend from the date of building occupancy, R. Fickle seconded the motion, Aye: Helm, Fickle, Trannell, Helm and Borgna, Nay: None,. Motion carried 5-0-0, 5. Emeruency Clause to OBOA-52 G. White moved approval o f an emergency clause for case OBOA-51, R. Fickle seconded the motion,, Aye: White, Fickle, Boryna, Trammel and He 'n Nay: None, MoHon carried b-0-0, INFORMATION 1TEMS 6. Notice of Dismissal of OBOA-50 Appeal No action was taken on this item. 7. New and General Business Staff disclosed that the next BOA meeting would be an February 23, 1983. There being no further business to consider, R. Helm moved to adjourn the meeting. L. Trammellseconded the motion. Aye: Helm, Borgna, White, Fickle and TrammelL Nay: None. Motion carried 5-0-0.
