Richard Helm Gary White Mae Borgna Robbie Fickle Carol Dickey 1. Chairman Borgna called the meeting to order at 4100 p.m., sod, 2. declared a quorum present, 3. The reading of the minutes of February 3, 1982, was dispensed with due to the fact that Board members reviewed copies sent in the mail. G. White moved to approve the minutes as written. R. Helm seconded the motion. Aye: Helm, White, Trammel, Fickle and Borgna. Nay: None,, Motion carried 5-0-0., PUBLIC HEARING 4. OBOA-43 Terry Miller Staff reviewed the case history. Terry Miller spoke in support of the application and explained the ministorage site plan. There were no per-- sons present to protest the application. The Board discussed the site plan and the staff evaluation. The applicant requests a Special Exception to operate a mini- storage business in a CC Commercial district. The use is a use by exception of the Board of Adjustment, If a ministorage use is considered appropriate for this area, several conditions should be considered: 1. The site plan for the entire tract, including all buildings, be approved by the Building Inspector, City Engineer and Fire Chief to ensure adequate width of drives, loading areas, parking spaces, emergency ve- hicles access and space for proper maintenance. 20 The applicant shall comply with all provisions of the zoning code as relates to a CG district and to Use Unit 22, 3. Provide an opaque screening fence, at least 6' high along the east property line, Owasso Board of Adjustment Minutes Page 2 March 3, 1982 4. The min storage business is to be used for rental storage only and one office No other commercial businesses will he operated out of the ministorage units, 5, Fence the entire property, providing one entrance to the public from the highway access road. Pro ­- ,id, a gate system (that emergency vehicles can cut through) along the south lot line onto 83rd Street North. Board members recommended several conditions in addition to those suggested in the staff evaluation: A. if there is any outside storage of materials or vehicles, an opaque fence, at least 6' in height, would be required to surround all sides of the area of outside storage, B, All buildings would be spaced 20' apart to allow adequate room for emergency and private vehicles C. The building line setback on the frontage facing Highway 169 access road would be 501. D Approval of the BOA application would be subject to completion of a lot split application. V One Public entrance to the property be located on the access road within a 25' driveway access� Roquire Limits of No Access on the remainder of the frontage. L. Trammel moved to approve the application subject to the 4 conditions suggested by staff and the five additional conditions listed above. R,, Helm seconded the motion.
