3 The reading of the minutes of October 7, 1981 was dispensed with due to fact
that Board members reviewed copies sent in the mail, R. Helm moved to approve
the minutes as written, G, White seconded the motion.

PUBLIC HEARING
4„ OBOA-38 Owasso School District
Chairman Borgna discussed the case history and the staff recommenda(A.0,1:1.
The applicant, Owasso Public Schools, requests a Special Exception
to construct a. juni.or bigb. school.. ((Tse 'Unit 5) in an AG Agricultural
District, A Use Unit 5 is a. use granted by the Board of Adjustment
under special exception, The school would be located adjacent to the
Owasso High School campus and FIA barn, The Comprehensive Plan indi-
cates this area for low intensity residential uses. A public school
is considered compatible with residential use. The school would have
excellent access onto 86th. Street North away from the intersection of
86th and 129th East Avenue.
The Technical Advisory Committee met on October 21 and 28, 1981 to
discuss the junior high site plan. Their recommendations are listed:
1, Dedicate 60' of right-of-way from the centerline of 86th
Street North along the school's property,
2� Construct an all-weather drive from the par-king lot west
around the north end of the proposed gymnasium adequate
for fire trucks and other emergency vehicles to use.
The road must end within 2001 of the fire department con-
nection at the proposed building.
3.,. Complete looping the water line system around the propos-
ed buildings in the next phase of building expansion, and
add additional hydrants to aid fire fighting®

4 In the next phase of building expansion, add an all-
weather access road and fire hydrants along the south
end of proposed building extensions adequate for fire
department vehicles to use
5, Keep refuse trucks on the asphalt or concrete paving
surface near the front drive and locate trash (luitip-
sters near the walkway.
6, During the next phase of building expansio-r-) complete
the paving of the driveway (s) and parking lot (s) with
an impervious material such as asphalt or concrete.
L Size drainage pipe under driveway at 86th Street North
for concrete pipe, not corrugated metal pile and re-
design storm drainage system to city specifications.
& Redesign sewer system to city's specifications to
gravity flow combined sewage from the high school and
junior high school to the southeast and use one lift
station to serve the combined properties,
V Design a right turn lane onto the property from 86th
Street. Installation of the turn lane will not be re-
quired for this phase of building, The drainage pipe
running under the drive will be moved to the north so
as not to interfere with the turn lane.
10. Grant utility, easements to the public utility companies'
and city's specifications,
Staff recommends approval of the application subject to completion of TAG
recommendations,
Dale Johnson and Stan Ewing were present to represent the school and sup-,
port the application, No one was present to oppose the application. Mr.
Ewing noted that no, 8 of the TAG recommendation was a suggestion and not
a requirement. Staff suggested amending the wording to read "consider re-
designing Commissioners discussed the project further with Mr.
Johnson.
R. Helm moved to approve the application subject to the amended staff recom-
mendation. G. White seconded the motion.

the meeting. G, White seconded the motion.
