Chairman Borgna called the meeting to order at 4:05 p.m. and, 2. declared a quorum present. 36 The reading of the minutes of February 18, 1981 was dispensed with, and Leon Trammel moved to approve the minutes. Richard Helm seconded the motion. Motion carried 4-0-0, PUBLIC HEARING 4. OBOA-32 - First Freewill Baptist Church Chairman Borgna presented the case history and the staff and Technica] Advisory Committee recommendations were read,-, STAFF RECOMMENDATION The applicant requests a Special Exception to permit church. use, day care and pre-school use in an AG district. The church and its driveway en- trances (off Atlanta) are surrounded on the north, south, and east by single family homes and apartments, The area where the additional building would be built abuts single family homes to the south, Church use and children's nurseries are permitted uses in AG districts in Owasso by Special Exception, Staff recommends that approval should be subject to several requirements: 1. The new building should meet all bulk and area requirements of the AG district, 2. The day care and pre-school uses should meet all requirements specified in Use Unit 5, and all requirements of the State Health Department dealing with child care. 3. All traffic should use the existing driveways. V A site plan detailing these requirements should be reviewed by the Owasso TAC and approved by the Owasso Building Inspector. 5. Special care should be Laken in regulating hours of the day care operation so as to minimize potential problems of increased traffic along Atlanta which functions as a collector street for the entire neighborhood, V Any outdoor lighting should be directed away from the resi -- dentia.l. areas, 7, The day care and parkin areas should be screened on the south to minimize impacts on existing residences ADDITIONAL 'a_A.0 RECOMMENDATIONS 1e Add 15 utility easement along south property line, 2m Widen the 10' utility easement running north and south through the property to 15" 3m Add a 10' utility easement along the nort 5. ADVOintment of New Member to fill Vacanc The Board discussed qualifications and possible board members and divided to try to find a proposed replacement to recommend to the City Council, This item will be discussed at the next BOA meeting. 7. There being no further business, Leon Trammel moved to adjourn the meeting. Richard Helm seconded the motion, Aye: M. Borgna, G. White, L. Trammel and R. Helm. Nay: None.
