Leon Trammel.. Richard Helm Gary White Carol Dickey 1. ChairTnan Borgna called the meeting to order at 4:10 p.m. and, 2. declared a quorum present. 3. The reading of the minutes of December 10, 1980 was dispensed with, and Leon Trammel moved to approve the minutes. Gary White seconded the motion., Motion carried 4-0-0. PUBLIC HEARING 4. OBOA-31 Bill McComb Staff presented the case history and the staff recommendationg The applicant requests a Special Exception to operate a mini-storage business in a CG district, which is a use permitted under review in Use Unit 22. The tract is surrounded on two sides by CG property; to the west are single family homes; to the east, across the highway, are single family homes and vacant AG land, The applicant is also in the process of building a retail commercial/office building on the northeast portion of the tract, The tract and the two proposed buildings would meet the bulk and area requirements of the CG district if constructed as in the proposed site plan. Staff can support the application if several conditions which will serve to protect the nearby residential properties are met: 1. The site plan for the entire tract, including the front commercial building, be approved by the building inspector to ensure adequate width of drives, loading areas, parking spaces, emergency vehicle access and space for proper main- tenance and storm water drainage provisions. 20 Due to the nature of a mini-storage business and the type of traffic and activity it may generate, the lot should be screened on the west boundary of both lots (abutting the RS-3 district) by a six foot opaque fence or wall. 30 The mini-storage business shall be for rental of storage space only; no commercial businesses shall operate from the mini-storage units, Page 2 Owasso Board of Adjustment February 18, 1961 0 The approval of mini-storage use shall be for this a:ppla,ca.tio;2. only. V The applicant shall meet all requirements of the State Highway Department regarding access limitations onto Highway 169. V Any necessary lot split procedures shall_ be completed prior to the issuance of a building permit for this mini-storage. The Board tehen discussed the case and asked questions. Bill McComb and H.H. Daniel, applicants, spoke for the application. Nearby residents Charles Carson, Warren D. Streitwieser and Larry Ragland expressed concerns over light industrial type uses being allowed next to residential areas and asked questions regarding access points, who will maintain the privacy fence, how storm water drainage will be handled and if there woul.d be lighting for extra.. security. Maintenance of the privacy fence was explained to be the responsibility of the owner. Protection from storm water drainage was the remaining major concern.
