MINUTES
Wednesday, December 10, 1980, 4:00 p.m.

1. Chairman Borgna called the meeting to order at 4:15 and,
2. declared a quorum present.
3. The reading of the minutes of September 10, 1.980 was dispensed with, and
Richard Helm moved to approve the minutes. Leon Trammel seconded the
motion. Motion carried 4-0-0.
PUBLIC HEARING
4. Referral CBOA-21 Free Will Baptist Church of Owasso

Staff discussed We case history and the staff recommendation.
The existing church building lies within the city limits of Owasso.
The church requests approval to build a separate 65' x 80' building west
of the existing building and parking lot on church property. This area.
is unincorporated county land. The church and its driveway entrances
(off Atlanta) are surrounded on the north, south and east by single
family homes and apartments. The area where the additional building
would be built abuts single family homes to the south,
Church use and children's nurseries are permitted uses in AG districts
in Tulsa County by special exception. Staff recommends that approval
should be subject to several requirements:
K The new building should meet all bulk and area requirements of the
AG district with the minimum 10' sideyard requirement on the south
side abutting the existing residences,
Z The day care use should meet all requirements specified in Use Unit
50
3o All traffic should use the existing driveways.
4. A site plan detailing these requirements should be approved by the
Tulsa County Board or its staff.
5® Special care should be taken in regulating hours of the day care
operation so as to minimize potential problems of increased traffic
along Atlanta which functions as a collector street for the entire
neighborhood.
6 . Any outdoor lighting should be directed away from residential areas.

7. The day care and parking areas should be screened on the south to
min-I iiiize impacts on existing residences.
8. Applicants should pursue annexation of the entire tract into the
City of Owasso. A quasi-public use that straddles two legal
jurisdictions is at best awkward,
Leonard Pirtle and Eddie Proctor spoke in favor of the application. Staff
related that the applicant agreed that he should pursue annexation into
Owasso of all church property before completing a Board of Adjustment
action. 601 in Owasso he would refile a Board of Adjustment application
with the Owasso Board and complete any other actions necessary.
Richard Helm moved to recommend to the Tulsa County Board of Adjustment a
continuance of Case CBOA-21 in order to allow the applicant to pursue
annexation of church property into the City of Owasso. Leon Trammel
seconded the motion,

5. Referral CBOAn2O Terry McGill
Staff presented the case history and the staff recommendation.
The property is zoned AG and contains two residences and farm outbuild-
ings. The applicant requests a variance to permit a mobile home on a lot
where two existing residences are located, The property is surrounded oil
the north, west and south by vacant farmland, To the east is a subdivision
of large lot residences, The area where the mobile home would be located
is fenced off and appears as a separate property. Staff recommends
approval of a temporary mobile home as an accessory residence for a period
not to exceed one year, A separate Board action could be filed for exten-
sion of approval thereafter, Location of the mobile home should meet all
bulk and area requirements of an AG districn
There was no one present to speak for or against the application. Board
members suggested the applicant sign an agreement to put up a minimum
$700 bond to defray part of the moving expenses if the County has to remove
the mobile home in the event the mobile home permit expires.
Leon Trammel moved to recommend to the Tulsa County Board of Adjustment
approval of the mobile home subject to staff recommendation and a minimum
$700 bond. Richard Helm seconded the motion.

6. New Business
Tom Ethridge announced that he is resigning from the Board because of a
change in his employment. The Board expressed their appreciation for his
dedication and hard work on the Board and their regret at his resignation.
Mae Borgna suggested that the Board wait to request a new appointment from
the City Council in order to allow time for Board members to find a new
member.
70 There being no further business, Leon Trammel moved to adjourn the meeting.
Richard Helm seconded the motion.
