HomeMy WebLinkAbout1986.01.07_City Council Minutes1 On Tuesday, January 7, 1986, the Owasso City Council met in a regular session in the Council Chambers at the Community Center per the notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m. on January 3, 1986. Addendum to Agenda was posted on City ~~all bulletin board at 4:00 p.m. on January 6, 1986. ITEM 1: CALL TO ORDER. The meeting was called to order at 7:09 p.m. with Mayor Spencer presiding. ITEM 2: FLAG SALUTE. ITEM 3: ROLL CALL. PRESENT: Boyd Spencer, Mayor James Smalley, Vice-Mayor Von. Stockler, Councilman Robert Peel, Councilman Kenneth Wood, Councilman Dan Galloway, City Manager Ron Cates, City Attorney Jim Dunlap, Asst. City Mgr./City Planner Patricia Major, City Clerk ITEM 4: CONSIDERATION OF APPROVAL OF CONSENT AGENDA. A. CONSIDERATION OF APPROVAL OF MINUTES OF DECEMBER 17, 1985. B. CONSIDERATION OF APPROVAL OF WARRANT PAYMENTS. C. CONSIDERATION OF APPROVAL OF RESQLUTION 86-01 - NOTICE OF ELECTTONS AND CERTIFICATION. Motion was made by Von Stockler, seconded by Robert Peel, to approve the Consent Agenda items with the exception of Item "B". AYE: P-Messrs. Spencer, Wood, Peel, Smalley, Stockler NAY: None Motion carried. ITEM 4B: CONSIDERATION OF APPROVAL OF WARRANT PAYMENTS. Motion was made by Robert Peel, seconded by Kenneth Wood, to approve Warrant Payments. AYE: Messrs. Smalley, Stockler, Peel, Wood, Spencer NAY: None Motion carried. ITEM 12: (Addendum) REQUEST FOR EXECUTIVE SESSION: CITY MANAGER S OFFICE, PERSONNEL MATTERS - FIRE DEPT. POLICE DEPT., CITY TREASURER, CITY CLERK, COURT CLERK, AND CITY ATTORNEY. Motion was made by Kenneth Wood, seconded by Von Stockler, to recess into Executive Session. 2 OWASSO CITY COUNCIL JANUARY 7, 1986 PAGE TWO AYE: Messrs. Smalley, Stockler, Peel, Wood, Spencer NAY: None Motion carried. Meeting was recessed at 7:14 and reconvened at 8:54. No action was taken on Item 12. ITEM 5: CONSIDERATION OF LOW BID FOR CIVIL DEFENSE WARNING SIREN. DAN GALLOWAY. Dan Galloway stated that certified letters were sent out to contractors. No bids were received. Mr. Galloway suggested that before rebidding for the Civil Defense Warning Siren, a map be prepared of where the sirens will need to be located. ITEM 6: CONSIDERATION OF LOW BID FOR SELF CONTAINED BREATHING APPARATUS. DAN GALLOWAY. Dan Galloway stated that only one bid was received. T7otion was made by Kenneth Wood, seconded by James Smalley, to reject bid submitted and rebid with some of the bidders being out of the State of Oklahoma in order to get more bids. ITEM 7: CONSIDERATION OF LOW BID FOR FM RADIO SERVICE MONITOR FOR OWASSO CIVIL DEFENSE. DAN GALLOWAY. Dan Galloway stated that only one bid was received. Motion was made by Mayor Spencer, seconded by Kenneth Wood, to reject bid submitted and rebid for the FM Radio Service Monitor for Owasso Civil Defense. ITEM 8: REPORT FROM CITY MANAGER. None. Mr. Cates stated that the Appellant brief in the case of Hynum vs. City of Owasso had been received, and that he will file the brief in response on behalf of the City of Owasso within ten days. Mr. Cates stated that there are three wrongful death suits pending against the City of Owasso and he will keep the City Council updated on all ongoing suits. ITEM 9; REPORT FROM CITY ATTORNEY. ITEM 11: (.Addendum) CONSIDERATION OF APPROVAL OF WARRANT PAYMENTS FOR DECA GRANT N0. 911 FOR POLICE STATION. "`~` Dan Galloway stated that he would keep the council updated on DECA Grant No. 911. Motion was made by Robert Peel, seconded by Von Stockler, to approve the Warrant Payments for DECA Grant No. 911 for the Police Station as submitted. 3 OWASSO CITY COUNCIL ITEM 10: NEW BUSINESS. JANUARY 7, 1986 PAGE THREE Mayor Spencer reminded everyone of the meeting Tuesday night regarding discussion of utility rates. Mayor Spencer stated that he had received a letter from INCOG regarding the selection of a person to be a member on the Solid Waste Study advisory committee. The Mayor has chosen Marylin Hinkle to represent the City of Owasso for the study. There being no further new business, motion was made by Von Stockler,seconded by James Smalley, to adjourn.
