HomeMy WebLinkAbout1986.02.18_City Council MinutesOWASSO CITY COUNCIL FEBRUARY 18, 1986 PAGE 1 16 On Tuesday, February 18, 1986, the Owasso City Council met in a regular session in the Council Chambers at the Community Center per the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m. on February 14, 1986. ITEM 1: CALL TO ORDER. The meeting was called to order at 7:10 p.m. with Mayor Spencer presiding. ITEM 2: FLAG SALUTE. Flag Salute was led by Mayor Spencer. ITEM 3: ROLL CALL. PRESENT: Boyd Spencer, Mayor James Smalley, Vice-Mayor Robert Peel, Councilman Von Stockler, Councilman Kenneth Wood, Councilman Dan Galloway, City Manager Ron Cates, City Attorney Connie Cunningham, Acting City Clerk ITEM 4: CONSIDERATION OF APPROVAL OF MINUTES OF FEBRUARY 4, 1986. Motion was made by Robert Peel, seconded by Von Stockler to approve the minutes of February 4, 1986 by reference made a part hereof. AYE: Messrs. Peel, Smalley, Stockler, Spencer, Wood NAY: None Motion carried. ITEM 17: REPORT BY THE CITY MANAGER ON THE STATUS OF GENERAL REVENUE SHARING AND THE POTENTIAL IMPACT ON THE CITY'S BUDGET . Mr. Galloway gave a summary of the status of General Revenue Sharing, what can be done about General Revenue Sharing and what the impact might be on the City of Owasso, based on information learned during a General Revenue Sharing Workshop held in Dallas, Tuesday, February 11, 1986. He suggested everyone should contact their Senator's and Representatives to discuss this matter. If General Revenue Sharing is abolished the City will lose approximately $176,000 income next year. In order to provide the same level of service of 1984-85 for the year 1986-87, the City will be .approximately $92,000 short for the budget, because of the small increase in inflation and the loss of Revenue Sharing. General Revenue is the most efficient federal program for distributing federal dollars to local governments. Mr. Galloway showed how the Oklahoma Congressman stand on this position. Senator Nickles - opposed, Senator Boren - Uncommitted. Rep. McCurdy, Edwards and English - opposed. Synar, Watkins, and Jones are uncommitted. Mayor Spencer announced he had spoken to Congressman Jones this afternoon and the Congressman indicated that Revenue Sharing is dead. Mayor reemphasized the goal of Council members Smalley, Stockler, Webb, etc. to not ask the taxpayers for any additional sales taxes to fund the Wastewater Treatment Plant. ITEM 5: CONSIDERATION OF APPROVAL OF WARRANT PAYMENTS. Motion was made by Robert Peel, seconded by James Smalley, to approve the Warrant Payments, as submitted. AYE: Messrs. Peel, Smalley, Stockler, Spencer, Wood NAY: None Motion carried. ITEM 6: CONSIDERATION OF REQUEST BY CITY MANAGER TO ADVERTISE FOR BIDS FOR THE LEASE OF THE CITY ADMINISTRATOR'S VEHICLE FOR THE UPCOMING YEAR. DAN GALLOWAY Mr. Galloway explained the lease on the present vehicle expires April 1, 1986. The vehicle will have to be returned. Mr. Galloway requested to advertise for bids so that bids can be received before the next Council meeting and submit the bids on March 4. Mr. Galloway requested for authorization to advertise for bids on this item. Motion was made by Robert Peel, seconded by Von Stockler, to authorize City Manager to advertise for bids for City Administrator's vehicle. AYE: Messrs. Peel, Smalley, Stockler, Spencer, Wood NAY: None Motion carried. OWASSO CITYICOUNCIL FEBRUARY 18,1986 PAGE 3 18 ITEM 7: REPORT ON SPEED LIMIT STUDIES FOR 122ND E. AVE. WITH CONSIDERATION OF PROPOSED SPEED LIMIT CHANGE. DAN GALLOWAY. Mr. Galloway discussed the studies of monitored speeds, traffic counts, emergency skid tests by the Police Dept. on this street for accurate evaluation. The study indicates an average of 2 vehicles per minutes during the business hours. During morning, lunch, and after work hours there is more than 2 vehicles per minute. Mr. Galloway recommended a speed limit of 25 mph., provide brightly painted pedestrian cross-walks with warning signs. Mr. Smalley discussed the studies of the Police Dept. He also voiced his concern for the safety of the children in the neighborhood and affirmed the request by Mr. Galloway to reduce the speed limit to 25 mph. Motion was made by James Smalley, seconded by Von Stockler, to reduce the speed limit to 25 mph on N. 122nd E. Ave., that the stop signs be removed and pedestrian crossings be painted at 83rd St. No., 80th Pl. No. and 78th. Mr. Wayne Vincent, 7807 N. 122nd, made the recommendation that an ordinance be instituted whereby all residential areas, in City of Owasso, be made 25 mph. Mr. Smalley responded research needed to be done on such a major change before recommending such an resolution. Mr. Stockler suggested some areas needed to be 20 mph. AYE: Messrs. Peel, Smalley, Stockler, Spencer, Wood NAY: None Motion carried. ITEM 8: REPORT FROM MR. TOM SCHICK, CIVIL DEFENSE DIRECTOR, ON THE NEED FOR CIVIL DEFENSE WARNING SIREN. TOM SCHICK. Mr. Stamper explained what areas are covered by the current warning system and showed a map indicating areas covered. Mr. Galloway voiced his concern as to the exact location where the greatest growth for the City would be located, in the future. He suggested the City may want to delay this purchase, because of the decreases expected in the upcoming budget as well as to the uncertainity of General Revenue Sharing. Mr. Smalley asked about the possibility of exchanging some of the old sirens, that have a limited area of coverage, when new sirens are purchased in order to cover a large area and therefore utilizing the smaller sirens for other areas. 19 OWASSO CITY COUNCIL FEBRUARY 18,1986 PAGE 4 Mayor Spencer remarked that he felt the City did have adequate warning siren coverage for the area. Mr. Wood asked about the use of the funds budgeted for the purchase of the sirens if such a purchase were not made. Mr. Galloway suggested the money be allocated in next year's budget for the sirens. ITEM 9: CONSIDERATION OF CITY MANAGER'S RECOMMENDATION TO MAKE THE MINIMUM AGE REQUIREMENT FOR EMPLOYMENT IN THE FIRE DEPARTMENT TO BE 21 YEARS OF AGE. DAN GALLOWAY. Mr. Galloway informed that based on review of records done by Fire Chief Allen and Mr. Galloway showed a high turn-over rate of employment for fire fighters under the age of 21. His concern was also based on the immaturity sometimes exhibited by some recent high school graduates. He also pointed out. that the Police Department has a minimum age of 21 years. Mr. Wood asked the if there were enough applicants over the age of 21 to fill vacated positions. Mr. Wood stated his understanding that the reason the age had been dropped in the past was based on the low number of applicants applying for vacated positions. Chief Allen indicated the Department had about 150 applicants, over the age of 21. Mr. Smalley asked how this would affect those firemen, under the age of 21, already employed by the Fire Department. Chief Allen said the 3 employee's that are under the age of 21 would not be affected. Steve Stribling, resident of Owasso, took issue with the statement made by Mr. Galloway, concerning the immaturity of some young men between the ages of 18 and 21. Mr. Galloway reemphasized he did not include all people between the ages of 19 and 21 as being immature, just some. He also pointed out the main emphasis for the change in age was due to so many young people, in that age group, have several career changes and that possibly,by raising the age,the turn-over rate of employement in the Fire Department might be reduced. 20 OWASSO CITY COUNCIL FEBRUARY 18,1986 PAGE 5 Motion was made by Mr. Wood, seconded by Robert Peel to accept the City Manager's recommendation to make the minimum age requirement for employment in the Fire Department to be 21 years of age and that those already employed by the Fire Department that are under the age of 21 be allowed to continue employment with the Fire Department. AYE: Messrs. Peel, Spencer, Stockler, Wood NAY: Mr. Smalley Motion carried. ITEM 10: PRESENTATION OF 1984-85 AUDIT REPORT FOR THE CITY OF OWASSO, BY LOHREY & JAY. STEVEN JAY. Mr. Jay complimented the City on their ability of handling the funds of the City, not over spending, and preparing for the possibility of cut-backs in General Revenue Sharing. After discussion, motion was made by Kenneth Wood, seconded by Von Stockler, to accept the audit report for 1984-85, as presented, by Lohrey & Jay. AYE: Messrs. Peel, Smalley, Stockler, Spencer, Wood NAY: None Motion carried. ~ Mr. Wood requested an agenda item for a Special Executive Session so that the Council could review and highlight the areas that need corrective action in the City Treasurer's office, with the auditor. Mayor said he would accept that at the end of the meeting. ITEM 11: CONSIDERATION OF ACTION REGARDING CLAIM OF MS. PATRICIA BOYER Mr. Cates recommended the insurance carrier, OML Assurance Group, be notified of this claimant. Motion was made by Mayor Spencer, seconded by Kenneth Wood, to notify the OML Assurance Group of the claimant. AYE: Messrs. COUNCIL FEBRUARY 18,1986 PAGE 5 21 ITEM 12: REQUEST OF THE CITY ATTORNEY FOR AUTHORIZATION TO DEFEND THE CITY OF OWASSO IN THE APPEAL TO DISTRICT COURT, REGARDING THE RULING OF THE OWASSO BOARD OF ADJUSTMENT 88 & 89. After discussion, motion was made by Mayor Spencer, seconded by Kenneth Wood, to accept the request of the City Attorney for authorization to defend the City of Owasso in the appeal to District Court, regarding the ruling of the Owasso Board of Adjustment 88 & 89. AYE: Messrs. Peel, Smalley, Stockler, Spencer, Wood NAY: None Motion carried. ITEM 14: REPORT FROM CITY MANAGER ON GENERAL REVENUE SHARING WORKSHOP. This item was covered in Item 17, by Mr. Galloway. ITEM 15: REPORT FROM CITY ATTORNEY. None. ITEM 16: NEW BUSINESS. Mr. Stamper inquired about when Burger King was going to raise the antenna at City Hall, since Burger King was given a variance to place their sign at the present location. Mr. Galloway indicated he had reviewed the minutes of the meeting concerning this issue and those minutes stated that should the sign cause interference, Burger King would make adjustments to the antenna. Mayor Spencer announced he had signed a proclamation, proclaiming the week of Saturday, February 22, 1986 through Friday, February 28, 1986 as National Future Farmer's of America Week. Mayor Spencer read a proclamation, proclaiming March 4, 1986, National Teacher Day and signed that proclamation into being. Meeting was recessed at 8:40 p.m. and reconvened at 8:45 p.m. ITEM 13: REQUEST FOR EXECUTIVE SESSION: PERSONNEL MATTERS - CITY CLERK/COURT CLERK. CITY MANAGER'S OFFICE. Motion was made by James Smalley, seconded by Von Stockler, to recess for Executive Session, City Manager's Office regarding City Clerk/Court Clerk. AYE: Messrs. Peel, Smalley, Stockler, Spencer, Wood NAY: None Motion carried. Meeting was recessed at 8:46 p.m. and reconvened at 9:25 p.m. Mayor Spencer requested a special Council meeting be set for Tuesday, February 25, 1986, at 6:30 p.m., Owasso Council Chambers. Motion was made by Mayor Spencer, seconded by Kenneth Wood, to recess the Owasso City Council and reconvene February 20, 1986, 6:30 p.m. at the Council Chambers. AYE: Messrs. Peel, Smalley, Stockler, Spencer, Wood NAY: None Motion carried. Meeting was recessed at 9:30 p.m., Tuesday, February 18, 1986. Owasso City Council reconvened February 20, 1986, 6:35 p.m. Mayor Spencer called the meeting to order.
