HomeMy WebLinkAbout1986.03.04_City Council Minutes26 OWASSO CITY COUNCIL MARCH 4,-.1986 PAGE ONE 7n Tuesday, March 4, 1986, the Owasso City Council met in a regular session in the Council Chambers at the Community Center per the Notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m. on Friday, February 28,1986. ITEM: 1 CALL TO ORDER The meeting was called to order at 7:05 p.m, with Mayor Boyd Spencer presiding. ITEM 2: FLAB SALUTE Flag Salute was led by Mayor Spencer. ITEM 3: POLL CALL PRESENT: Boyd Spencer, Mayor Robert Peel, Councilman Von Stockler, Councilman Kenneth Wood, Councilman Dan Galloway, City Manager Ron Cates, City Attorney Jane Buchanan, City Clerk ABSENT: James Smalley, Councilman ITEM 10: NEW BUSINESS: SWEARING IN OF CITY' CLERK Ron Cates, City Attorney administrated. the oath of .office to Jane Buchanan, City Clerk.. ITEM 4: CONSIDERATION OF APPROVAL OF MINUTES OF FEBRUARY 18,1986 Mr. Wood stated that Item 10 on Page 5 should be corrected to reflect..."Special City Council Meeting". Motion was made by Mr. Peel, seconded by Mr. Stockler, to approve. the minutes of February 18,1986 as corrected, by reference made a part hereto. AYE: Messrs. Stockler, Peel, Wood, Spencer NAY: None Motion: Carried 27 OWASSO CITY COUNCIL MARCH 4,1986 PAGE TWO ITEM 5: CONSIDERATION OF APPROVAL OF WARRANT PAYMENTS After discussion, motion was made by Mr. Von Stockler, seconded by Mr. Robert Peel to approve Warrant Payments, as submitted. AYE: Messrs. Stockler, Peel, Wood, Spencer NAY: None MOTION: Carried ITEM 6:CONSIDERATION OF ACCEPTANCE OF BIDS FOR LEASE OF CITY MANAGER'S CAR DAN GALLOWAY Mr. Dan Galloway asked that this item be deleted from the agenda as only one bid was received. No further action will be taken at this time. ITEM 7: CONSIDERATION OF REQUEST BY COP~MUNTTY WIDE AMBULANCE SERVICE FOR PERMIT TO OPERATE IN THE CITY OF OWASSO. MR. WAXNE EARLY Mr. Wayne Early stated that ~hey~are~not'tasking to operate an emergency ambulance service. They would like the Council's permission to transfer patients from the Baptist Home back and forth as needed. Doctors Medical Center in Tulsa parent company has just signed an agreement with the Baptist Center to do lab work,etc, for the Center. They simply want permission to serve the center and the local doctors that practice in this community that may want patients transported to Doctors Hospital in Tulsa. Mr. Early stated that if they got an emergency call they would refer it to the City of Owasso Ambulance Service. Chief Bob Allen stated that the City of Owasso has the man power and the ambulances available to provide trans- portation between the Baptist Center and Tulsa. Mr. Dan Galloway stated that he has met with the administra- tion of the Baptist Center and to the best of their knowledge no formal agreement has been made. Mr. Galloway stated that he has not talked with the residents, but at the present time. he does not feel we have a problem making the transfers as needed. Chief Allen agreed. After more discussion, Mayor Spencer suggested that Mr. Galloway, N1r. Early and Chief Allen meet with the Baptist Center administration and draw up a proposal to present to the Council at a later date. Motion was made by Mr. Kenneth Wood, seconded by Mr. Von Stockler, that this item be dropped for now and be re- considered at a later date. AYE: Messrs. Wood, Stockler, Peel, Spencer NAY: None Motion: Carried ITEM 8: REPORT FROM CITY MANAGER None ITEM 9: REPORT FROM CITY ATTORNEY None ITEM 10: NEW BUSINESS Mr. Robert Peel questioned if a second year lease on the City Manager's car was needed. Mr. Galloway stated that he would look into that matter this week. There being no further new business, motion was made by Mr. Von Stockler, seconded by Mr. Robert Peel, to adjourn. AYE: Messrs.
