On Tuesday, April 1,1986, the Owasso City Council met
in a regular session in the Council Chambers at the
Community Center per the Notice of Public Hearing and
Agenda posted on City Hall bulletin board at 4:00 p.m.
on Thursday, March 27,1986.
ITEM 1: CALL TO ORDER
The meeting was called to order at 7:04 p.m. with Mayor
Spencer presiding.
ITEM 2: FLAG SALUTE
Flag Salute was- led by Mayor Spencer.
ITEM 3: ROLL CALL

ITEM 4: CONSIDERATION OF APPROVAL OF MINUTES OF MARCH
18,1986
Motion was made by Mr. Robert Peel, seconded Mr. Von
Stockler, to approve the minutes of March 18,1986, by
reference made a part hereto.

ITEM 5: CONSIDERATION OF APPROVAL OF WARRANT PAYMENTS
Motion was made by i-1_r.. Von Stockler, seconded by Mr.
Robert Peel to approve Warrant Payments, as submitted.

ITEM 8: REPORT FROM CITY MANAGER
(a~, REPORT ON THE STATUS OF RECEIPT AND REVIEW OF
PROPOSALS FOR CONDUCTING THE FISCAL YEAR 1985-
1986 AUDIT.
Mr. Dan Galloway stated that he had requested from six
major firms in the area proposals for conducting the
audit of the City of Owasso for the end of this current
fiscal year. Proposals were submitted by three
firms. They are as follows: (1) Stanfield and O'Dell
(2) Cross and Robinson (_3) Lohrey and Jay.
Mr. Galloway asked council to review the proposals.
The selection of a firm will be one of the agenda
items at the next regular council meeting.
(b) CONSIDERATION OF SETTING TIME, PLACE AND
DATE OF CITY SALE OF SURPLUS EQUIPMENT.
Mr. Dan Galloway stated that in February it had been
discussed the setting of a public auction to rid the
City of surplus items and equipment. A list of items
has been prepared and given to council members.
Mr. Galloway would like to add the Burroughts Computer
to the list since the City has been unsuccessful in
selling it through advertisement.
The surplus Refuse trucks, Mr. Galloway feels, would
sell more successfully through a sealed bid process.
Mr. Galloway suggested to Council that the Auction be
held on Monday, April 14,1986 at 10:00 a.m. at the
City Garage. The City would advertise the auction in
a number of local papers and the items would be available
for inspection one (1) hour prior to the auction.

ITEM 7: REQUEST FOR EXECUTIVE SESSTON-CITY MANAGER'S
OFFICE-DEPARTMENTAL PERSONNEL MATTERS. DAN
GALLOWAY
Mayor Spencer requested that Item 6 and Item 7 be put
together.
A motion. was made by Mr. Robert Peel, seconded by Mr.
Von Stockler, to retire into Executive Session.

MOTION: Carried
Meeting recessed at 7:14 p.m. and reconvened at 11:55 p.m.
Under ItemFi, Mayor Spencer read correspondence to the
City Council from City Attorney, Ronald D. Cates, sub-
mitting his resignation at City Attorney effective April
15, 1986 unless a replacement can be found sooner.
A motion was made by Mr. Robert Peel, seconded by Mr.
Von Stockler, to accept the resignation of Ronald D.
Cates as City Attorney.
AYE: Messrs. Peel, Stockler, Wood, Smalley, Spencer
NAY: None
MOTION: Carried.
Mayor Spencer stated that Council has talked to Mr.
Don Mann and he will be offered the fob as City Attorney.
The item will be placed on the next council agenda.
Mr. Kenneth Wood stated that he would like the minutes
of the meeting to reflect that with. regret the Council
accept the resignation and that Mr. Cates be given a
note of appreciation for his fine work. for the City of
Owasso.

No action was taken on Item 7.
ITEM 9: REPORT FROM CITY ATTORNEY
None
ITEM 10: NEW BUSINESS
Mr. Kenneth Wood stated that he observed a commercial
sign on 86th St. No. west of Hwy. 169 for a roofing
company that he feels is either on city property or
state property. Mr. Wood would like the minutes to
reflect instructions to the City Manager to determine
the ownership of the sign and take the action to cause
the sign to be removed from public property.
Ma~~or Spencer asked Mr. Galloway to give a report on
the proposed new sewage treatment plant.
Mr. Galloway stated that recently himself, Mr. Fred
Keas, Mayor Spencer and City Engineer took a trip to
Oklahoma City to meet with the Director of State Dept.
of Health considering the grant. It appears that all
our plans for the sewage treatment plant are in order.
Mr. Craig, the director, assured us that they would send
the necessary envirnomental reports to E.P.A. in Dallas
within thirty days. Mr. Craig recommended that our
engineer proceed with specifications and design and have
them completed by July 1. With these conditions, the
City will have met all requirements for the grant. The
City should receive the construction grant in Sept. 1986.
We will start construction in early 1987. This will put
us in compliance with E.P.A. orders under which we now
operate. The grant will be 550.
With no more new business, a motion was made by Mr. Kenneth
Wood, seconded by Mr. Robert Peel to adjourn.
