HomeMy WebLinkAbout1986.07.01_City Council Minutes82 OWASSO CITY COUNCIL JULY 1, 1986 PAGE ONE On July 1, 1986 the Owasso City Council met in a regular session in the Council Chambers at the Community Center per the Notice of Public Hearing and Agenda posted on the City Hall bulletin board at 2:00 p.m. on June 27, 1886. ITEM l: CALL TO ORDER. The meeting was called to order at 7:00 p.m. with Mayor Wood presiding. ITEM 2: FLAG SALUTE. Flag Salute was led by Mayor Wood. ITEM 3: ROLL CALL. PRESENT: Kenneth M. Wood, Mayor Robert M. Peel, Vice-Mayor Boyd M. Spencer, Councilman Von E. Stockler, Councilman Allen C. Sumpter, Councilman Dan D. Galloway, City Manager J. Douglas Mann, City Attorney Jane Buchanan, City Clerk ABSENT: None ITEM 4: CONSIDERATION TO APPROVE AND VOTE UPON THE MINUTES OF JUNE 17, 1.986 AND JUNE 24,18.86. Motion was made by Mr. Boyd M. Spencer, seconded by Mr. Von Stockler, to approve the minutes of June 17 and June 24, 1886, by reference made a part hereto. AYE: Messrs. Spencer, Stockler, Peel, Sumpter, Wood NAY: None MOTION: Carried ITEM 5: CONSIDERATION TO APPROVE AND VOTE UPON WARRANTS. A motion was made by Mr. Boyd Spencer, seconded by Mr. Von Stockler, to approve the warrants as presented. After discussion, a vote was taken. AYE: Messrs. Spencer, Stockler, Peel, Sumpter, Wood NAY: None MOTION: Carried ITEM 15: CONSIDERATION TO APPROVE AND VOTE UPON AN EMERGENCY ORDINANCE REGARDING THE USE OF FIREWORKS INSIDE THE CITY LIMITS OF OWASSO. Mr. Mann reviewed the ordinance with council and stated the reasons for updating the existing ordinance. A motion was made by Mr. Robert Peel, seconded by Mr. Allen Sumpter, to approve the ordinance as presented. AYE: Messrs. Peel, Sumpter, Spencer, Stockler, Wood NAY: None MOTION: Carried Note: This is Ordinance No. 354. A motion was made by Mr. Robert Peel, seconded by Mr. Allen Sumpter, to declared this an emergency and attach an emergency clause to the ordinance. AYE: Messrs. Peel, Sumpter, Stockler, Spencer, Wood NAY: None MOTION: Carried ITEM 8: CONSIDERATION TO APPROVE AND VOTE UPON MR. JAY McATEE AS ASSOCIATE JUDGE FOR THE CITY. Mayor Wood stated that Mr. McAtee will be unable to accept the appointment as City Judge and is withdrawing his name for consideration. Mayor Wood asked that this item be removed from the agenda. Mr. Spencer stated that in past years the judge in Collinsville has been appointed to serve as an Associate Judge for the City. Mayor Wood asked fellow councilman to give some thought to this matter. ITEM g: REPORT ON LEGISLATION PASSED BY' THE STATE EFFECTING CITY GOVERNMENT. Representative Larry Schroeder was not present to give his report. This item was removed from the agenda. ITEM 6: CONSIDERATION TO APPROVE AND VOTE UPON THE 1986/1987 CONTRACT WITH THE INTERNATIONAL ASSOCIATION OF FIRE ~~r FIGHTERS (IAOFF). Mr. Galloway presented the final contract to the council. 84 OWASSO CITY COUNCIL JULY 1, 1986 PAGE THREE After discussion, a motion was made by Mr. Boyd Spencer, seconded by Mr. Robert Peel, to approve the contract as presented. AYE: Messrs. Spencer, Peel, Sumpter, Stockler, Wood NAY: None MOTION: Carried ITEM 7: CONSIDERATION AND VOTE ON A SCHEDULE FOR BUDGET REVIEW. PUBLIC HEARING AND APPROVAL. Mr. Galloway stated that budget documents were ready for public hearing. Notice is to be published on July 3rd and July 10th, with the public hearing be held on July 15, 1986. A motion was made by Mr. Von Stockler, seconded by Mr. Boyd Spencer, to accept this schedule as presented by the City Mananger. AYE: Messrs. Stockler, Spencer, Peel, Sumpter, Wood NAY: None MOTION: Carried ITEM 10: REPORT FROM CITY MANAGER. (a) Health and Medicial Care Providers for the City Employees. Mr. Galloway stated that all employees have chosen their Health Care Provider for the year 1986/1987. ITEM 11: REPORT FROM CITY ATTORNEY. (a) Research Report on Deputy City Clerk Position/Deputy Court Clerk Mr. Mann stated that the council has the the right to appoint the Deputy City Clerk and Deputy Court Clerk. The City Clerk also has the right to appoint a Deputy Court Clerk, if necessary. The City Charter clearly states that the City Clerk's office is responsible for supervising not only the Deputy City Clerk but also the Court Clerk and Deputy Court Clerk. The City Clerk's bond should be satisfactory to cover all positions. Mr. Mann recommends all personnel to be bonded in these positions. OWASSO CITY COUNCIL JULY 1, 1986 PAGE FOUR After discussion, Mayor Wood requested of the City Manager that he along with the City Clerk, prepare the necessary agenda items to fill these positions. Candidates and bond requirements should be prepared for council approval within thirty days. ITEM 12: UNFINISHED BUSINESS. None ITEM 13: NEW BUSINESS. Mr. Boyd Spencer voiced his concern that all of the city's auto parts business is going to one store only. Since there are three auto parts stores in town, Mr. Spencer would like to see more than one store used. Mr. Boyd Spencer also requested an itemized list of services from Mr. J. Douglas Mann on a monthly basis. Mr. Mann stated that his bills are itemized. Mr. Galloway stated that the council will be receive a copy of the bill in the future. Discussion followed on purchasing procedures of the city. Suggestions were made and discussed. Mayor Wood directed the City Manager to get three quotes and have some form of control on all items purchased. Mayor Wood suggested to the City Manager that on all purchases over $25.00 the quotes be attached anal the head of that department sign the purchase order and be held accountable. Mr. Robert Peel questioned the progress of the speed limit report. It will be on the first agenda in August. Mr. Boyd Spencer questioned the personnel situation in accounting and bookkeeping department. Mr.Galloway and Mr. McClure answered councils questions. The bookkeeper is on hourly contract at the present time, Mr. Galloway stated. After the budget process is complete, Mr. Galloway will come to council recommending that the position of bookkeeper be authorized as a permanent position. Mr. Spencer asked that the minutes reflect thus. With no further New Business, a motion was made by Mr. Robert Peel, seconded by Mr. Von Stockier, to adjourn. AYE: Messrs.
