The meeting agenda was posted at the north entrance to (.ity Hall on the 10th day of March, 2004,
at 12:00 puff.
CALL TO ORDER
2. ROLL CALL ._- A quorum was declared present.
3. Consider Approval of the Minutes of the March 23, 2004 Regular Meeting. David
Hall moved to approve the minutes of March 23, 2004. Dan Draper seconded..

4. OBOA- 04- 0 7--nn A request for a Special Exception to allow a carport in a front yard at 307
E. 19t1i Stein.
Duane presented the item and described the property location and surrounding land use.
Duane explained that Mr. David Morris, the applicant, acquired a debilitating condition
that requires a handicap accessible van. 'The van will not fit into the garage and must be
parked outside. The proposed carport would provide shelter from the elements. Letters
were mailed to surrounding property owners and the request was advertised in the
Owasso Reporter. The applicant was present to answer questions. Staff recommends
approval. Duane reminded the board bombers that the applicant is required to apply for
a building permit before starting construction. Thorn are no carports present in the
immediate neighborhood but the Board Members agreed that this request needs approval
duo to a demonstrated need.
Dan Draper moved to the Special Exception request to allow the construction for the
placement of a carport. David. Mall seconded the motion.

OBOA-04-08 — A request for a Special Exception to allow a. car sales lot in a CAS
(Commercial Shopping) district at 7901 N. Owasso Expressway

Duane described the property location and surrounding zoning. 'fhe applicant desires to
utilize the property as it currently exists. Mr. 1 lair, the applicant was present to answer
questions. The applicant is proposing; car sales on the existing parking lot witb a sales
office inside the building and has permission trom the owner of the building. Letters
were mailed to property owners within 300 feet and the request was advertised in the
Owasso Reporter. No calls have been received in objection, Staffrecoinmends approval
of the Special Exception. Discussion was held. regarding; parking being; limited to the
existing parking lot. Duane assured the hoard Member that parkin; will not be allowed
in the grass.
David Hall moved to approve Ot OA- 04-03 to allow a car sales lot in a CS district, Dan
Draper seconded the motion.

6. OA- 04-09 - A request for a Special E xceptiodr to allow a Hospital and Medical
Center in. a RS-3 (Residential) district south of E. 106"' St. N. '/, mile west of N. Garnett
Road.
Duane introduced the item and described the property location along with the surrounding
zoning. The applicant is requesting a special exception to allow a hospital and medical
center in a district :coned RS-3 (Residential Single Family). wane explained that a
hospital in the proposed location would pose no threat to the general public welfare.
Letters were mailed to property owners within 300 feet and the request was advertised in
the Owasso Reporter. No calls have been received. Staff recommends approval of
OBOAw04W09. Ms. Leshe Clark, a nearby property owner (10336 North Garnett) had
concerns regarding traffic in the area and asked if there was a possibility that North
Garnett Road and East 106th Street North would be widened. Duane stated that the
Planning Commission will address issues such as drainage and acceleration/deceleration
lanes at the platting process.
Joe Ramey moved to approve the Special .Exception request GBOA- 04 -09, David Hall
seconded the motion.
