the motion. A vote on the motion was recorded as follows:

d. O OA -02-25 _ Kim Roberson — A request for a Variance of the Owasso Zoning Code,
Section 430, Bulk and Area Requirements in Residential Districts, TO REDUCE THE
REQUIRED 201 FOOT REAR SE T'BACK 'TO 15 FEET in order to accommodate a rear
covered porch on a property zoned RS-3 (Residential Single 1, amity High Density
District). 'The subject property is described as Lot 8, Block 2, Metro Sleights 1, further
described 9706 E 110 "' Place North, Owasso, OK.
Robert Moore presented the item and the property location was described. 'The applicant
is requesting a variance from the Owasso Zoning Code to allow for an existing building
to remain approximately five (5) feet within the required twenty (20) foot rear setback
line. Staff is unaware of any instance where the City has required the removal of
portions of any structure that did not conform to the provisions of the zoning code. By
approving this variance the result would not cause substantial detriment to the public
good, or impair the purposes and intent of the ordinance or the Comprehensive Plan.
Letters were mailed to property owners within 300 feet of the subject property and notice
was placed in the Owasso Reporter. No opposing comments were received. Ms. Kim
Roberson, the applicant, was present to answer any questions.
Vicki Tapp moved to approve OBOA- 02 -25, to reduce the required 20 foot rear setback
to 15 feet in order to accommodate a rear covered porch on property zoned RS -3, Craig
Wallace seconded the motion. A vote on the motion was recorded as follows:

ALLOW FOR THE CONSTRUCTION OF MINI--STORAGE UNITS on a property
zoned CS (Commercial Shopping District), The subject property is described as 1,ot 1,
Block 1, Hillside Estates, further described as the southwest corner of 116 "' Street North
and 97"' East .Avenue, Owasso, Ofd.
Robert presented the item and described the location of the subject property. The
applicant is requesting a special exception to allow for the construction of a mini -- storage
unit complex on property zoned- CS (Commercial Shopping), Letters were iriailed to all
property owners within :300 feet of the subject property and legal notification was
advertised in the Owasso Reporter. Based on the lacy of comments from the surrounding
property owners, staff believes that the proposal would not be injurious to the
neighborhood. A petition opposing construction of mini storage units was presented to
the Board Members (attached) by Ms. Lee A-tin Brown, Several questions were asked by
the hoard Members along with a number of surrounding property owners that were
present. The following were comments and concerns of nearby property owners:
Lee Ann Brown Expressed concern with 97"' East .Avenue and 116`' Street North being
a dangerous intersection and with flooding in the area.
Bobby Mend -- Opposed to storage units, concerns regarding storm -water.
Perry Cleveland — Supports mini storage units, feels storage units are the least intensive
uses possible for this property.
Reba Robinson -- Opposed to the request, the area already has storm water problems.
Bruce Bernard -- Opposed to storage units, feels it would lower his property value.
Diane Stringer — Expressed concerns with flooding in the area. Mini storage buildings
are ugly.
Jack Whitaker — Opposed to this request, wants to see the building stopped until flooding
problem is fixed.
The applicant was present to address any questions or concerns. Vicki Tapp explained
that the Board of -Adjustment cannot address drainage, only the land use. Robert stated
that storage units are allowed by right in C!G (C;onuncz-cial General) and Industrial

Staff recommends conditional approval of OBOA- 02.26, allowing for the construction of
r- ini-- storage units in a properly zoned CS District subject to the following conditions
1, 'The applicant applies for and receives site plan approval from the City of Owasso
Planning Commission,
2, The applicant is subject to all conditions imposed by the City of Owasso 'Technical
Advisory Committee prior to the issuance; of building permits,
3. 'The applicant is subject to all conditions imposed by the City of Owasso Plannin()
CCornmission prior to the issuance of building permits.
4. The applicant provides a masonry or brick wall around the perimeter of the Subject
property no later than thirty days after site construction is complete.
Vicki Tapp moved to deny the special exception request, Ken Foster seconded the
Motion for denial,
