approve the June 24, 2002 meeting, Vicki Tapp seconded the motion. A vote on the
motion was recorded as follows:

a �A���� J - Greg Deter — A request for a Special Exception of the Owasso Zoning
Code, Section 1002, to allow for a snow cone vendor. The subject property is described
as Lot 1, Block 1, Loon Commercial Center and is located at 10950 E 116 "' Street North
at the Dirty Dawg Car Wash.
'Tim Rooney presented the item and the property location was described. The site is
developed as a car wash and a parking lot. There is no case history for this location
although a snow cone vendor has operated in the German Corner area previously. The
subject site is the northeast corner of the Dirty Dawg Car Wash parking lot. Surrounding
property owners have been contacted and legal advertisement was published in the
Owasso Reporter. No objections have been received. The Applicant, Mr. Greg Jeter was
present to address any concerns. Discussion was held regarding complaints that the
Board Members have received on the lack of restroom facilities for the workers. Mr. Gall
the owner of the Dirty Dawc, Car Wash was present and stated that the employees of the
snow cone stand would be allowed to use their facilities at the car wash. Also discussed
was the possibility of leaving the structure up to continue business through the winter
season in order to sell hot chocolate and coffee.
Staff recommends approval of the Special Exception request with the following
conditions.
1. Signage limited to that which is affixed to the structure itself
2. Trash receptacle be provided during hours of operation
3. Removal of temporary structure no later than October 31, 2002

Vicki Tapp moved to approve the special exception request subject to the above staff
recommendations with the following; rnodifi.cation of Item #3.
3. If the structure is not irr use for any longer than two weeks, it must be removed
from the subject site, In order for the vendor service to reopen, the case will need
to be reviewed again by the board of Adjustment.
David Ball seconded the motion.

The motion carried 4 -0.
5. ADJOUIZN ENT -- Vicki Sapp moved- for adjourrinrent, seconded by David Hall. A
vote on the motion was recorded as follows.
AYE: Ramey, foster, Hall, Tapp
NAY: None
She motion was approved 41-0 and the meeting; was adjourned at 6:15 PM.
