Ito 1 0 .Ma ountL._ - 'Lik�Ag2R -- A request for a Special Exception of the Owasso honing Code Chapter 6, Section 610 "Principal Uses Permitted in Commercial Districts ", to allow for pre -owned vehicle sales on property zoned CS (Commercial Shopping). The subject property is described as Lot 3, Block 1, Owasso Commercial Center and is located at 11501 E 76 "' Street No., the former location of QuikTrip. (Yard 4) Stan presented the item and suggested that this request be tabled, due to the application not being complete. Staff has not received a letter of approval from the property owner. Joe Ramey moved to table the above special exception request until a copy of a lease agreement is received, Jim Igarta seconded the motion. A vote on the motion was recorded as follows: AYE; Ramey, Igarta, 'fapp NAY: None The motion was approved 3 -0. e OA -02 ®10 -® Exch nn2e Bank — A request for review of a Variance to the Owasso Zoning Code Chapter 10, Section 1021 "Business Signs and Outdoor- Advertising" to allow for six (6) additional ground - mounted (directional) signs in excess of two (2) square feet on property zoned CS /PUD (Commercial Shopping /Planned Unit Development). (Yard 2) BOARD OF ADJUSTMENT March 26, 2002 Page 2 of 5 Stan presented the case to the Members and described the property location. The applicant is requesting a variance of the maximum size of the proposed directional signs in this project. The request is for six signs, varying in propose, throughout the project. Letters were mailed to surrounding property owners and legal notification was published. One call was received requesting; information only. Staff recommends approval of entrance; sign -43 and exit sign #8 located al. the Mingo road driveway. The higher speech of the southbound traffic on Mingo Load might need larger lettering to facilitate legibility. ,Staff feels that once the driver is on site in the parking lot, 3 square feet signs are more than adequate in size for the, rauich slower parking lot speeds. Mr. Mark: Meilink with Bank Planning & Design was present to answer questions. Mr. Meihnk requested to be recognized by the Board Members and passed out new directional sign photos to the Members, He stated that sign 47 has been deleted from the request along with a reduction in sign #1 and sign #2 and agrees with staff's recommendations. Vicki Tap) seconded the motion, the vote on the notion was recorded as follows: A`1/ E: Barney, Igarta, Tapp NAY: None The motion was approved 3-0. 6m ®BOA -02 -11 ui TJJ — A request for review of a Variance to the Owasso Zoning Code Chapter 10, Section 1021 "Business Signs and Outdoor Advertising" to allow for additional height and square footage for a secondary ground - mounted sign to be located along the U.S. Highway 169 corridor on property :zoned CG /PUD (Commercial General /Planned Unit Development). (Ward 1) Stan presented the case to the Members and described the surrounding property. This request is for a variance for the height and display area for a ground mounted pole sign. The proposed sign is 55' in height which is 25 feet above the allowable 30 feet. However, the Owasso Zoning Code allows the sign height to increase if the elevation of the street is higher than the elevation of the base of the sign. If the off ramp is considered to be street level, no additional height would be allowed. If the main driving lanes on US 169 are considered street level, the sign can be increased to 44 feet in height. A request for sign area is also being considered. The applicant is requesting a 216.6 square foot sign area, which is a variance of 85 square feet. Letters were mailed to surrounding property owners and legal notification was published. No calls have been received regarding this variance request. Staff believes that the maximum sign height should not exceed 44 feet, which is 30 feet above the US 169 main driving lanes. Also Stan suggested that if the Board should approve a variance for 216.6 square feet of display area, there would be no future variances for secondary ground mounted signs at this location. Mr. Steve Dowell with DeShazo, Tang Associates, Inc. was present to answer BOARD O ADJUSTMENT Larch 26, 2002 Page 3 of 5 questions. Mr. David Charney requested to address the Board. Mr. Charney stated that he has concerns with the large utility poles that will be installed in the area, they will be right in the line of site. They would like to have the QuikTrip sign tall enough to overcome the poles. Mr. Steve Schuller, Attorney for QLlikTrip, also stated that the line of sight will be obscured by the poles and electrical limes planning to go in that location. Mr. Schuller also feels that the travelers along US 169 need to have enough time to slowdown and prepare to exit safely. He suggested that this Variance request be subject to plans submitted with the Sign Permit application arid. in accordance with the Variance, The Board Members discussed approval for a total of 311 square feet, which will be 55 feet in height, 216 square feet in display area on the pole sign. The monument sign on highway 20 will have the reminder which is 94 square feet. Jim Igarta moved to approve the Variance request pursuant to the site plan submitted with the Sign permit application, which will be in accordance with the Variance to the Owasso Zoning Code. Vicki Tapp seconded the motion. A vote on the motion was recorded as follows. AYE: Ranicy, lgarta, Tapp NAY: None The motion was approved 3-0. 7. ®A -02 -12 — Arby's — A request for a review of a `variance to the Owasso Zoning Code Chapter 10, Section 1021 "Business Signs and Outdoor Advertising" to allow for additional height and square footage for a secondary ground -- mounted sign to be located along the U.S. Highway 169 corridor and two additional wall signs in a CS (Commercial Shopping) district. (Ward 3) Stan presented the case and described the property location. Arby's is relocating to this building which is across the street from their current location. The Carl's Jr. signs included wall signs on the south, north and east faces of the building. There is an existing 30 foot tall ground mounted pole sign with 30 square feet of display area. The request is for the 10% signage on the north and west sides of the building. The south and east are eligible for the 10% signage by right. Also requested is a 50 foot tall ground mounted pole sign with a 136 square foot Arby's logo sign and a 27.5 square foot "Drive Thru" sign totaling 163.5 square feet. The requested pole sign is 20 feet taller than allowed. Letters were mailed to surrounding property owners and the legal notification was published in the Owasso reporter. No calls were received regarding this request. Staff recommends approval of the request for the additional two 10% wall, not to exceed 150 square feet per wall. Staff does not support the 50 foot tall pole sign nor the additional 63.5 square feet of display area. BOARD OF ADius'TMENT March 26; 2007 Page 4 of 5 Mr. Terry Howard, the applicant, was present and stated that Taco Buono has a 50' tall pole sign, it is only fair that Arby's gets the same arriount of height. Joe Ramey explained to Mr. Howard that the city receives complaints regarding the height of the Waco Bueno sign regularly. We are trying to avoid huge signs in Owasso City Limits. A. discussion was held regarding the variance approval of the QuikTrip sign. Joe Raney explained that the QuikTrip corridor is completely different than the Arby's property. Vicki Tapp moved, to approve the Variance request, allowing the third and fourth walls to have standard wall signs. Jim Igarta seconded the motion. A vote on the notion was recorded as follows: AYE: Ramey, Igarta, `fapp NAY: none The motion was approved 3 - -0. 8. OBOE. - 02µl3- :-uStanford Moines A request for a Special Exception o `the Owasso Zoning Code Chapter 10, Section 1007.3, '°Areawide Special Use Exceptions" to allow for a sales trailer in. a RS- -3 /PUD zoning district. The subject property is described as Lot 2, Block 5; Sawgrass Hark at Bailey Ranch and is located at E. 10203 N. 114"' E, Avenues (Ward 1) Stan presented the item and described the location. The zoning code limits the use of a sales trailer to two years in the same location, staff would recommend the Special Exception be granted through March 2004. Legal notification was published in the Owasso Reporter and letters were sent to surrounding property owners. Staff recommends approval of OBOA-02 -13 subject to the termination date of March 31, 2004. The applicant was present to address any concerns. Joe Rainey moved to approve the Special Exception request, Jim Igarta seconded the motion and a vote on the motion was recorded as follows: AYE: Ramey, Igarta, Tapp NAY: None The motion was approved 3 -0. 9.
