CAl=.L ,ro ORI)ER - Joe Rarrrey galled the meeting to order at 7 :00 PM and declared a quorum present. ROLL CALL 30 Consider Approval of the Minutes of August 29, 2000 Special Meeting. Vicki Tapp moved to approve the minutes of August 29, 2000. Jim Igarta seconded. AYE: 'Tapp, Ramey, lgarta NAY: None The motion carried 3-0 4 Consider Approval of the modification of the Owasso Board of Adjustrrient regular meeting time to 6:00 PM for the remainder of the year 2000 and thereafter. Donna stated that she had spoken with Ken Foster and Susan Kimball, both in favor of modifying the time. Jim Igarta moved to modify the meeting time to 6:00 PM for the remainder of the year 2000 and thereafter. Vicki Tapp seconded, AYE: Tapp, Ramey, Igarta NAY: None The motion carried 3-0 BOARD OF ADJUSTMENT PUBLIC HEARING O OA -00 -12 — Waffle House — a request for a variance of the Owasso Zoning Code Section 1021.6 "Business Signs and Outdoor Advertising" to allow for a total of 239 square feet on a single shopping center sign. (Ward 4) Donna Sorrells described the case to the Board Members. She stated that a shopping center fronting two right-of-ways would be allowed to have two ground signs, one with a maximum of 150 square feet, the other with 50 square feet, for a total of 200 square feet. The applicant is requesting that 88 additional square feet be allowed on the existing sign making it a total of 239 square feet. The present sign with Stage and Dollar Tree is a total of 150 square feet, according to the zoning code, only 50 square feet are left for the Waffle House sign. She also stated that she was hoping the owner would rework the BOARD OF ADJUS'TMEN'T September 26, 2000 Page 2 of 3 existing sign, maybe updating it. Mr. Rick Hattaway with the Waffle House Corporation was present to answer questions. He requested a brief presentation to the members stating that he does prefer the Waffle House sign to be constructed on the existing pole sign because of the good visibility. The second choice would be to construct a 50 square foot sign with it being 30' in height. Mr, Hattaway presented pictures of the area approaching from the north and also from the south, He also explained that they are trying to match the sign that is presently at this location. The actual sire of the wall signs, on the building, will be 18" letters. Staff recornmcnds approval of OBOA -00 -12 with the following conditions: 1. The total square footage of the center sign be limited to 200 square feet. 2. if the request for additional square footage is approved, that no other center sign be allowed at this location. Vicki Tapp moved to approve the Variance request subject to the following conditions: I. The total square footage of the center sign. be limited to 239 square feet.. 2. No other center sign be allowed at this location. .toe Ramey seconded the motion. A vote on the motion was recorded as follows. AYE: Rainey, 'Tapp NAY: fgarta The motion was denied 2 -1. Vicki Tapp called up the motion to reconsider the vote with the same conditions, which area I. The total square footage of the center sign be limited to 239 square feet. 2. No other center sign be allowed at this location. Joe Ramey seconded the motion of reconsideration. A vote on the motion was recorded as follows: AYE. Ramey, Tapp, lgarta NAY: None The motion was approved 3 -0. 6. O OA -00 -13 - Owasso Medical Center - a request for a variance of the Owasso Zoning Code Section 1011.4 "Offices and Studios " to allow for a reduction in the required parking spaces. (Ward 3) Donna presented the item and described the location. The subject property is located within the ROC Owasso 11 subdivision. The site plan utilizes less that half of the BOARD OF ADJUSTMENT September 'fib, 2000 Rage 3 of 3 property for proposed and future building. Both proposed and future additions, along with the required parking (I space per 150 square feet) are easily accommodated. 'he applicant states that reducing the amount of paving will enhance the neighborhood. The owner of the property also believes that the parking requirement is "excessive". It is staff's opinion that no hardship exists wi
