Cedar on August 23, 2000 at 9:00 Ail. 1. CAl,:t., 'F0 ORDER -- Joe Ramey called the meeting to order at 6:35 PM and declared a quorum present. 2. ROLL CA1,L 1 Consider Approval of the Minutes of August 1, 2000 Special Meeting, Jim Igarta moved to approve the minutes of August 1, 2000, Susan Kimball seconded. AYE` Foster, Tapp, l linball, Igarta N=AY- None The motion carried 4-0 4. Election of Officers Vicki Tapp moved to elect Joe gurney for Chairperson, Derr Koster seconded the motion. A vote on the motion was recorded as follows. AYE: Foster, Tapp, Kimball, Igarta NAY: None The motion was approved 4 - -0. Ken Foster moved to elect Vicki Tapp for Vice Chairperson, Susan Kimball seconded_ the motion, A vote on the motion was recorded as follows: AYE; Foster, 'Tapp, Kimball, Igarta NAY: None The motion was approved 4 -0. BOARD OF ADJUSTMENT PUBLIC HEARING 5. O OA -00-09 -- Owasso Land Trust - A request for Special Exception to the Owasso Zoning, Code Chapter 4, Section 410 "Principal Uses in Residential Districts: to allow for the location of a church within 1 M-2 (Residential Multi-Family, Mcdium Density) BOARD OF ADJUSTMENT August 29, 2000 Page 2 of 3 District. The subject property is located within the Coffee Creek PIJD (forunerly Woodridge) south of E. 106 "' Street N. between U.S. Highway 169 and N. 145th E Avenue. Donna Sorrells described the case to the Board Members. T`he subject property is 12.5 acres and is undeveloped. Staff has reviewed the request and recommends approval of this request. Surrounding property owners have been notified and no objections were received, The legal notice was published in the Owasso Reporter. Ken Foster moved to approve the Special Exception request, Joe Ramey seconded the motion. A vote on the motion was recorded as follows: AYE: Ramey, Foster, Tapp, Kimball NAY: None RECUSE: Jim Igarta The motion was approved 4. - -0. 6 OA -00 -10 T Derek Ravert __. A request for a Variance to the Owasso Zoning Code Chapter 2, Section 240.2 "Permitted Yard Obstructions" to allow for a deviation in the maximum allowable square footage of accessory buildings within the rear yard. The subject property is located at 11003 E. 1091' Street N. and is described as Lot 5, Bloch 1, Meadowcrest. Staff recommends approval subject to the following conditions: 1. The building is located outside the 15' side yard building setback. Jim Igarta moved to approve the Variance request subject to the above staff recommendation, Vicki Tapp seconded the motion. A vote on the motion was recorded as follows: AYE: Ramey, Foster, Tapp, Kimball, Igarta MAY": None The motion was approved 5 -0. A request for a ,special Exception to the Owasso Zoning Code Chapter 4, Section 420 "Accessory Uses in Residential Districts" to allow for the use of the home as a clay dare facility. The subject property is located at 12 711 E� 78"' Street No and is described as Lot b., Block 4, Double Dabs, Donna presented the case and explained that the applicant is requesting this exception to allow for the operation of a daycare; in a residence. Daycare will only be provided during the school year and there will be no outdoor activities, The applicant, Ms. Diane Grinter was present to address concerns or answer questions. Surrounding property owners were notified and several have called to ask questions. A legal notice was published in the Owasso reporter. Ken foster Moved to approve the special exception, Susan Kimball seconded the motion. A vote on the motion was recorded as follows: AYE: Ramey, Foster, Tapp, Kimball, Marta. NAY: None 'The motion was approved 5 -0.
