1. CALL TO ORDER ... foe Ramey called the meeting to order at 7:01 ISM and declared a
quorum present.

3. Consider Approval of the Minutes of December 28, 1999 Regular Meeting, Susan
Kimball proved to approve the minutes of December 28, 1999. Vicki Tapp seconded.

Item #5 was presented as the first item.
Theron presented the item and described the location. Theron explained that in May of
1997, a section of the zoning code was amended regarding vendors such as the above
request. A requirement for this type of use was to be reviewed through the Board of
Adjustment. Also, property owners within 300' would be notified allowing their input.
These surrounding property owners have been notified and a legal ad was published in
the Owasso reporter, there were no objections received regarding the request. Ms.
Kimball stated that as a possible conflict of interest, she would life to recuse herself from
the discussion and vote of this item.

Staff°recommends approval subject to the following conditions:
1. That the tent be erected within the first row of parking stalls along E 86 "' Street N
and that the tent and sales operations not encroach into the adjacent aide,
2. Signage be limited to that which is affixed. to the structure itself,
3. A trash receptacle during the hours of business operation,
4. Obtain vendor license from the Clity Clerk's office,
5, 'That the facility be dismantled and removed. by the last day of October 2000.
Ken foster moved to approve the special exception subject to the above;
recommendations, Vicki Tapp seconded the motion..

The motion was approved 3-0.
4 ,OA -00 -01 - A request from _[fancy Wood for a Special Exception of the Owasso
Zoning Code Chapter 10, Section 1002, to allow for a non- perrhhanent accessory vendor
on property currently zoned CS (Commercial Shopping Center) Zoning District, The
property is described as l_,ot 1, Block 1, Clark plaza Fourth Addition, further described as
property on the north side of E, 86 "' Street North, east of the Owasso Expressway. The
applicant requests permission to operate a refreshment stand in the parking lot of
Re;asor's grocery, 11815 E, 86 " Street N.
Theron presented the case and the property was described. The Board of Adjustment
approved a request at this location, for this applicant, in March of 1999. Surrounding
property owners within 300' have been notified and a legal ad was placed in the Owasso
Reporter. No objections were received regarding this request.
Staff recommends approval of the Special Exception request with the following
conditions:
1. Signage must be limited to that which is affixed to the structure itself,
2. A trash receptacle must be provided.
3. The structure must be removed from the site by the last day of October, 2000.
Susan Kimball moved to approve the special exception request subject to the above
recommendations, Ken Foster seconded the motion.
The vote on the motion was as follows:
AYE: Ramey, Foster, Kimball
NAY: None
The motion was approved 3-0.
