3.15 PM.
1, CALL TO ORDER -- ;toe Rainey called the meeting_ to order at 7:15 PM and declared a
quorum present,

1 Consider Approval of the Minutes of October 26, 1999 Regular Meeting. Susan
Kimball moved to approve the minutes ofu,1, 1999. Vicki Tapp seconded.

BOARD OF ADJUSTI` ENT PUBLIC HEARING
4. ➢BOA -99-29 - A request from Faith Lutheran Church, Owasso for a Special Exception
of the Owasso Zoning Code, CHAPTER 4, RESIDENTIAL DISTRICT PROVISIONS —
to allow the expansion of a church facility on property currently zoned ACS (Agriculture)
and RS-3 (Residential Single Family Nigh Density). The subject property is located at
9222 N Garnett Road.
Theron presented the case and the property was described. Theron explained that this
request is to allow the expansion of a church. Expansion of the church requires review by
the Board of Adjustment. Notices were sent to property owners within 300 feet of the
property and the request was advertised in the Owasso Reporter. The Community
Development Department received no calls. Mr. haul Pennckamp, the applicant was
present to answer any questions or concerns. leis. Sandy Harrell, a nearby property
owner, had several concerns regarding the drainage in the area. Theron explained that the
drainage concerns would be addressed upon site plan review on Tuesday, December 14,
1999 at the Planning Commission meeting. Theron requested that Mr. Pennekamp's
engineers look at the site plan and research the drainage area prior to the site plan review.
Mr. Stephen Bishop, also an area property owner, was present to express concerns with
the site plan only having one exit and entrance. Mr. Pennekamp stated that a second
drive is proposed and will be on the site plan for the Planning Commission to review.
Ken postcr° moved to approve the special exception, Susan Kimball seconded the motion.

5. BOA ° -99-3 .... A request froniTim Miller Co. Builders for a variance of the Owasso
Zoning Code, pi APT ER 4, RESIDENTIAL, DIS'TRfC"I' PROVISIONS _. to allow an
encroachment of 2.5 feet into the required front yard setback on property currently
zoned RS-2 (Residential Single Family Medium Density) Zoning District, The subject
property is located at 13004 E 93rd Court No.
Theron presented the item. He stated that the request involves a small corner of the
structure. The irregular shaped lot has contributed to this encroachment, Notices were
sent to property owners within 300 feet and also published in the Owasso Reporter. Staff
has received no calls concerning this request,
Vicki Tapp moved to approve; the variance, Ken poster seconded the motion.
AYE: Ramey, poster, Tapp, Kimball
NAY: Tone
The motion was approved 4-0.
After discussion, Vicki Tapp moved to approve the variance request for a total sign area
of 225 square feet, Ken poster seconded the motion.
