JANUARY 27, 1992
On Monday, January 27, 1992 the Owasso City Council met in a
joint special session with the Owasso Public Golf Authority in
the Conference Room at the City Hall per the Notice of Public
Meeting and Agenda posted on the City Hall bulletin board at 4:00
p.m. on Thursday, January 23, 1992.
ITEM 1: CALL TO ORDER.
The meeting was called to order at 5:30 p.m. with Mayor Phillips
presiding.
ITEM 2: ROLL CALL.
PRESENT: John Phillips, Mayor
Patricia Marlar, Vice Mayor
Mark Thompson, Councilman (arrived at 5:32 p.m.)
Bob Randolph, Councilman
Jason Gittelman, Councilman
Rodney J. Ray, City Manager
Ronald D. Cates, City Attorney
Jane Buchanan, City Clerk
Sherry Bishop, City Treasurer
Tom Rikkola, Chairman, OPGA
Glenna Anderson, Member, OPGA
Brian Skelton, Member, OPGA
Ed Sokoloky, Member, OPGA
Marcia Boutwell, Secretary, OPGA
ABSENT: Bob Oldefest, Member, OPGA
A quorum was declared present.
ITEM 3: REQUEST FOR COUNCIL CONSIDERATION AND APPROPRIATE
ACTION ON RESOLUTION NO. 92-06. A RESOLUTION APPROVING
THE INCURRING OF INDEBTEDNESS OF THE OWASSO PUBLIC GOLF
AUTHORITY BY INCREASING THE PRINCIPAL AMOUNT OF
RECREATIONAL FACILITIES REVENUE BONDS, SERIES 1992 TO
BE ISSUED BY THE AUTHORITY TO AN AMOUNT EQUAL TO
$4,905,000.00 AND TO AMEND THE RESOLUTION TO PROVIDE
FOR ORIGINAL ISSUE DISCOUNT IN THE AMOUNT OF 2.686% OF
THE PRINCIPAL AMOUNT OF BONDS ISSUED, AND CONTAINING
OTHER PROVISIONS RELATING THERETO.
Mr. Randy Nelson with Stiffel Nicholaus & Company, Inc. presented
this item relating the joint members on the need to increasing
the indebtedness and increasing the original issue discount.

After discussion, a motion was made by M. Thompson, seconded by
B. Randolph, to approve Resolution No. 92-06 as presented.
AYE: Thompson, Randolph, Gittelman, Marlar, Phillips
NAY: None
MOTION: Carried 5-0
ITEM 4• ADJOURN.
With there being no further business to be brought before the
Council, Mayor Phillips asked for a motion to adjourn the City
Council meeting and turned the chair over to Chairman Rikkola to
conduct the business of the Owasso Public Golf Authority.
A motion was made by M. Thompson, seconded by B. Randolph, to
adjourn.
AYE: Thompson, Randolph, Gittelman, Marlar, Phillips
NAY: None
MOTION: Carried 5-0
Meeting was adjourned at 5:37 p.m.
