OCTOBER 1, 1991
On Tuesday, October 1, 1991 the Owasso City Council met in a
regular session in the Council Chambers at the Community Center
per the Notice of Public Meeting and Agenda posted on the City
Hall bulletin board at 4:00 p.m. on Friday, September 27, 1991.
ITEM 1: CALL TO ORDER.
The meeting was called to order at 7:00 p.m. with Mayor Phillips
presiding.
ITEM 2: FLAG SALUTE.
The flag salute was led by Mayor Phillips.
ITEM 3: ROLL CALL.
PRESENT: John Phillips, Mayor
Patricia Marlar, Vice Mayor
Mark Thompson, Councilman
Bob Randolph, Councilman
Jason Gittelman, Councilman
Rodney J. Ray, City Manager
Ronald D. Cates, City Attorney
Jane Buchanan, City Clerk
ABSENT: None
A quorum was declared present.
ITEM 4: REQUEST APPROVAL OF THE MINUTES FROM SEPTEMBER 17, 1991
MEETING.
A motion was made by M. Thompson, seconded by P. Marlar, to
approve the minutes by reference made a part hereto.

ITEM 5: REQUEST FOR APPROVAL OF THE CLAIMS.
A motion was made by P. Marlar, seconded by M. Thompson, to
approve the following claims: (1) General Fund $81,883.04 (2)
Ambulance Service $292.44 (3) City Garage $6,237.51 (4) Community
Center $245.00 (5) E-911 $1,680.64 (6) Workers' Compensation Self
Insurance Fund $579.25 (7) Revenue Bond Project Fund $2,025.72
(8) Risk Management $65.00 (9) General Fund Payroll $79,075.26
and (10) Garage Payroll $2,840.35.

ITEM 6: REQUEST FOR COUNCIL APPROVAL OF RESOLUTION NO. 91-08.
A RESOLUTION PROVIDING FOR AN ANNUAL AUTHORIZATION OF
STREET LIGHTING AND ADDITIONS THERETO.
Mr. Ray presented this item to Council stating a contract was
signed with Public Service Company of Oklahoma on July 1, 1987
for the purpose of providing street light services. The contract
allows P.S.O. to request an annual resolution to authorize any
additional lighting added during the past year. Mr. Ray stated
the inventory list presented has been verified by staff and
requested approval of the resolution.
A motion was made by M. Thompson, seconded by P. Marlar, to
approval Resolution No. 91-08.

ITEM 7: REQUEST COUNCIL APPROVAL OF ORDINANCE NO. 91-08. AN
ORDINANCE RELATING TO THE ADOPTION OF STATE TRAFFIC
CODE AND PROVIDING FOR ADOPTION OF ALL OF TITLE 47 OF
THE OKLAHOMA STATUTES.

After discussion and questions, a motion was made by B. Randolph,
seconded by P. Marlar, to approve Ordinance No. 438.

ITEM 8: REQUEST COUNCIL APPROVAL OF THE PURCHASE OF ONE (l~
1990 CHEVROLET CAPRICE "DEMONSTRATOR" IN THE AMOUNT OF
$9,500.00 FROM CLASSIC CHEVROLET.
Chief Motto reviewed this request with Council stating the
purchase of three new vehicles are budgeted for this fiscal year.
At the present time there are no cars available from the state
bid list vendors. Classic Chevrolet has located a police unit
that was used as a "demonstrator" in 1990. It is fully equipped
and has 24,000 miles on it. These are road miles and not pursuit
miles. He asked for approval of this purchase.
After discussion, a motion was made by M. Thompson, seconded by
B. Randolph, to approve the purchase of the 1990 police car from
Classic Chevrolet in the amount of $9,500.00

Ms. Marlar stated the first registration day for dogs and cats
which was held on Saturday was a most successfully effort and she
thanked all the staff members involved and the citizens who took
part in the new program.
ITEM 13: ADDENDUM TO THE AGENDA....REOUEST COUNCIL ACTION
RELATING TO THE REPLACEMENT AND RELOCATION OF FIRE
DEPARTMENT RADIO EQUIPMENT DAMAGED BY LIGHTING.
Chief Allen presented this item to Council stating Mr. Stamper
has been in the process to trying to repair the current equipment
that was damaged and it has become apparent it will need to be
replaced. It will cost approximately $1,800.00 to replace the
equipment at the current location which is the water tower on
96th Street North. He requested relocating the new equipment to
the newly leased space on Hwy. 75. This move was planned for the
next budget year, but with this situation he would like to expend
approximately $1,200.00 more and install the equipment at the new
location.
Mr. Ray stated this is not a budgeted item but he does agree with
the concept of relocating now rather than repairing and then
relocating next year. He stated the budget would have to be
supplemented at mid year fund the expenditure.
After discussion, a motion was made by M. Thompson, seconded by
P. Marlar, to honor the Chief's request to move the equipment to
the new location during the repair process.

MOTION: Carried 5-0
ITEM 13• ADJOURN.
With there being no further business to be brought before the
Council, Mayor Phillips asked for a motion to adjourn.
A motion was made by P. Marlar, seconded by B. Randolph, to
adjourn.

Note: The City Clerk acknowledges receipt of Permit No. SL-91-
171 from the Oklahoma State Department of Health for the
construction of 122 linear feet of eight (8) inch sewer line and
all appurtenances to serve the Oklahoma Baptist Retirment Center
