HomeMy WebLinkAbout1984.01.03_City Council Minutes1 ~,,~_~ On Tuesday, January 3, 1934, the Owasso City Council met in regular session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall Bulletin Board at 4:00 p.m, on December 30, 1983. ITEM l: CALL TO ORDER The meeting was called to order at 7:02 p.m, with Vice-Mayor Wauhilleau Webb presiding. ITEM 2: FLAG SALUTE Flag salute was led by Vice-Mayor Webb. ITEM 3: ROLL CALL PRESENT: Boyd M. Spencer, Mayor (until 8:45 p.m.) Wauhilleau Webb, Vice-Mayor Phyllis Gross, Councilwoman James Smalley, Councilman Von Stockler, Councilman Ben Hynum, City Manager Ron Cates, City Attorney Ann Hendrickson, City Clerk ITEM 4: APPROVAL OF MINUTES OF SPECIAL SESSION OF OWASSO CITY COUNCIL, DECEMBER 20, 1983. Motion was made by Mayor Spencer, seconded by James Smalley, to approve the minutes of the Special Session of Owasso City Council December 20, 1983, by reference made a part hereof. AYE: PZessrs. Spencer, Stockler, Smalley; Mrs. Webb NAY: None ABSTAIN: Pars. Gross Motion carried. APPROVAL OF CANCELLATION OF EMEP.GENCY SESSION OF OWASSO CITY COUNCIL. DECEMBER 20, 1983. Potion was made by James Smalley, seconded by Von. Stockler, to approve the cancellation of the emergency session of Owasso City Council, December 20, 1983, by reference made a part hereof. Minutes (Cont'd) APPROVAL OF MINUTES OF REGULAR SESSION OF OWASSO CITY COUNCIL, DECEMBER 20, 1983. Motion was made by James Smalley, seconded by Von Stockler, to approve the minutes of December 20, 1983, City Council meeting, by reference made a part hereof. AYE: Messrs. Spencer, Stockler, Smalley; Mrs. Webb NAY: None ABSTAIN: Mrs. Gross Motion carried. 5. BUSINESS: A. REQUEST FOR EXECUTIVE SESSION: PERSONNEL P~IATTER/CITY MANAGER S OFFICE. Potion was made by Mayor Spencer, seconded by Von Stockler, to recess into Executive Session. AYE: Messrs. Spencer, Stockler, Smalley; Mesdames Webb, Gross NAY: None Motion carried. Meeting recessed at 7:04 p.m, and reconvened at 8:45 p.m. P'Irs. Webb introduced Mr. Ben F. Hynum, the new Owasso City Manager. Mrs. Webb announced that Mayor Spencer had excused himsel-f from the meeting tonight since he will be going to the hospital tomorrow, January 4, for open heart surgery. She said he would appreciate the prayers and thoughts of the community. B. CONSIDERATION OF APPROVAL OF SURETY BOND FOR CITY MANAGER Motion was made by Von Stockler„ seconded by Phyllis Gross, to approve the issuance of a surety bond for the City Manager in the amount required by law. AYE: Messrs., Smalley, Storxler; Mesdames Gross, Webb NAY: None ~r Motion carried. OWASSO CITY COUNCIL PAGE THREE JAN. 3, 1984 5. BUSINESS: C. CONSIDERATION OF PETITION FOR ANNEXATION/WESTPARK BAPTIST CHURCH. City Planner, Carol Dickey, stated that the area is a five acre tract just west of the existing city limits. She said the Planning Commission recommended approval of the petition, and that the streets are already built and the church is already on City water and sewer. Motion was made by James Smalley, seconded by Von Stockler, to approve the petition for annexation of Westpark Baptist Church. AYE: Messrs. Stockler, Smalley; Mesdames Webb, Gross NAY: None Motion carried. Ron Cates stated that an annexation ordinance should be prepared for the Council's approval at the next meeting. D. EL RIO VISTA IV. REQUEST FOR APPROVAL OF CONDITIONAL FINAL PLAT OF A 38.84 ACRE TRACT LOCATED NORTHWEST OF 9 th ST. NORTH AND GARNETT ROAD. This item was passed to the February 7, 1984, agenda. E_. Bonds 1983 account and $10,726.03 from the City of Owasso Water G.O. Bonds 1983 account to the General Fund. AYE: Messrs. Smalley, Stockler; Mesdames Gross,. Webb NAY: None Motion carried. F. P.EQUEST FOP.. DISCUSSION AND CONSIDERATION OF NEW PLAYING FIELDS AND OR LIGHTS FOR EXISTING FIELDS: OWASSO GIRLS SOFTBALL ASSOCIATION. Mr. Hynum asked to meet with representatives of the association to discuss the cost of purchasing the needed lights and method of installation. He said there was some money available in the parks budget and that approval of a budget fo.r the present balance of revenue sharing funds would be on the next agenda SO 4 OWASSO CITY COUNCIL PAGE FOUR JAN. 3, 1984 5. NE~d BU S INE S S The City Clerk stated that a special Council meeting has. been set for January 31, 1984, for the purpose of preparing for re~. codification of_ the Owasso City Code.
