HomeMy WebLinkAbout1984.01.31_City Council Minutes9 On Tuesday, January 31, 1984, the Owasso City Council met in a special session in the Council Chambers at City Hall per the Notice of Public Hearing and Agenda posted on City Hall Bulletin Board at 4:00 p.m, on January 27, 1984. ITEM l: CALL TO ORDER The meeting was called to order at 7:06 p.m, with Vice-~'iayor, Wauhilleau Webb, presiding. ITEM 2: FLAG SALUTE Flag salute was led by Vice-Mayor Webb. ITEM 3: ROLL CALL: PRESENT: Wauhilleau Webb, Vice-Mayor James Smalley, Councilman Von Stockier, Councilman Ben Hynum, City Manager Ron Cates, City Attorney :Ann Hendrickson, City Clerk ABSENT: Boyd Spencer, Mayor Phyllis Gross, Councilwoman ITEM 4: BUSINESS Vice Mayor Webb stated that, as is permissable under. the Open Meeting law, Item 4B will be taken as the first item o.f business. B. REVIEW OF MTTA-ODOT CONTRACT AND CONSIDERATION OF SERVICE AND CONSIDERATION OF CANCELLATION. Mr. Hynum stated that the City Treasurer, Lee Dawson had reported to him that the Owasso bus route was costing the City about $1200 a month. Mr. Dawson ..reported each month's expenses from September through December, 1983 noting that they average about $1200 deficit for the City, half of which would be reimbursed at a later time. He stated that there was not money in the budget at this time to cover this expense. Mrs. Jean Webb presented a petition signed by 67 persons petition- ing the City Council to continue to sponsor the MTTA bus service now serving the commuters who live in the Owasso area and commute to downtown Tulsa. She stated that she has seen ridership gradually increase to the point where the bus usually has from 27 to 30 passengers each way. She said Cities Service vans that are used to take Owasso employees to work will soon be discontinued. She asked the Council to continue the service for six months and said she felt by that time the route would be firmly established and self-supporting. Kevin Landergan fr-om MTTA stated that he felt the new route was 10 OWASSO CITY COUNCIL PAGE TWO JAN. 31, 1984 progressing and that he is encouraged by the growth rate of the past four months. He said that he and the City Treasurer should get together and reconcile the differences in their ticket sales figur-es. He said that it normally takes a route six to nine months to achieve its full potential.. Mr. Smalley asked the citizens present how'much more time they thought was fair to see if the bus route could 'p ay its way. Mrs. Webb said she thought another six months would be fair and by that time, she felt the bus should be self-supporting. Mr. Smalley asked if the people present would be willing to pay a larger fare and got a favorable response. Mr-..Stockler- said he was in favor of the bus system, but that it must pay its way. He said he would be in favor of an extension to May. Mrs. Webb said that although she wants the. bus system to work, she is not convinced that it would ever be self-supporting. At this: time, the City is paying $600 a month for the commuters to ride the bus. She said the Council has to answer to the whole community and the community as a whole is paying for this bus service. Motion was made by James Smalley, seconded by Von Stockler, to continue the bus service for another ninety days, review it main at that time and if it doesn't indicate at that time that it will be self-supporting, the contract would have to be cancelled. AYE: Messrs. Smalley, Stockler; Mrs. Webb NAY: None Motion carried. A. DISCUSSION AND CONSIDERATION OF RECOMMENDED CHANGES, ADDITIONS AND DELETIONS TO THE ROUGH DRAFT 0 THE PROPOSED CITY CODE. The City Attorney reviewed the recommendations that he and the City Clerk presented to the Council pertaining~to the recodification of Or-dinances of the City of Owasso. The rough draft submitted by OML was discussed chapter by chapter. Several"sections were deleted because they covered areas in which the Council is governed by Charter. A number of sections were deleted either because they were not applicable or- because prior code would be retained. It was:-recommended that the fine limits for offenses a~,ainst the City of Owasso be increased to $200. A number of other fees were also increased. Sorne~ section: contain~ng::new. materi~.l wyerer recommended for adoption as-they reflected new law,.~clarified sections to re- flect present law or contained language that was more clear and definitial than present code. 11 OWASSO CITY COUNCIL PAGE THREE JAN. 31, 1984 A number of changes were made in the sections covering the fire department. Three new offenses were recommended for inclusion; .10 DUI, APC, anal Impaired Driving. It was noted that the section covering ward limits should reflect the newest annexation ordinance. All. the additions, deletions anal corrections will be forwarded to OML Municipal Code Services. These will be incorporated into a final dr--aft which will. be submitted to the Council for approval.
