HomeMy WebLinkAbout1984.05.15_City Council Minutes77 On Tuesday, May 15, 1984, the Owasso City Council met in a regular session in the Council Chambers at City Hall per the notice of Public Hearing and Agenda posted on City Hall bulletin board at 4:00 p.m, on May 10, 1984. ITEM l: CALL TO ORDER The meeting was called to order at 7:01 p.m, with Mayor Spencer presiding. ITEM 2: FLAG SALUTE Flag Salute was led by Mayor Spencer. ITEM 3: ROLL CALL PRESENT: Boyd M. Spencer, Mayor Wauhilleau Webb, Vice-Mayor James Smalley, Councilman Von Stockler, Councilman Robert Peel, Councilman Ron Cates, City Attorney Ben Hynum, City Manager Ann Hendrickson, City Clerk ITEM 4: CONSIDERATION OF APPROVAL OF CONSENT AGENDA ITEMS A. Minutes of Special Fleeting of April 26, 1954 B. Minutes of Regular Ileetin~ of Tlay 1, 1984 C. Minutes of Special Meeting of May 7, 1984 D. Minutes of Reconvened Meeting of May 7, 1984 E. Treasurer's Report Motion was made by James Smalley, seconded by Von Stockler, to approve the Consent Agenda as presented, by reference made a part hereof. AYE: Messrs. Spencer, Stockler, Smalley, Peel; Mrs. Webb NAY: None Motion carried. ITEM 5: BUSINESS Councilman Smalley asked that Item N be the first item of business before the Council. t1. CONSIDERATION OF REQUEST FOR EXECUTIVE SESSION/PERSONNEL MATTER. Motion was made by James Smalley, seconded by Von Stockler, to recess into Executive Session. 73 AYE: Messrs.. Spencer, Peel Stockler, Smalley; Mrs. Webb NAY: None Motion carried. Meeting recessed at 7:03 p.rn, and reconvened at $:55 p.m. Mayor Spencer read Mr. Hynum's letter of resignation which was to be effective immediately. Motion was made by James Smalley, seconded by Von Stockler, to accept the letter of resignation of Mr. Ben Hynum, effective immediately. AYE: Messrs. Smalley, Stockler, Spencer; Mrs. Webb NAY: Mr. Peel Motion carried. Mr. Hynum left the meeting after the vote Baas called. .A. CONSIDERATION OF ACCEPTANCE OF EASEMENT GRANT/SERVICE ROAD- SOKOLOSKY. The Council discussed with Mr. Sokolosky two easements he had presented for their consideration. Mayor Spencer asked the City Attorney to review the easements, confer with the County and State agencies and advise the Council at a later meeting. B. CONSIDERATION OF ADOPTION OF ANSI STANDARDS TO SUPPLEMENT BOC BUILDING CODE. This item was passed to the next agenda. C. CONSIDERATIONd OF APPOINTMENT OF NEW MEMBER TO BOARD OF AD- JUSTMENT TO FILL UNEXPIRED TERM OF ROBBIE FICKLE. Mayor Spencer stated that with the Council's approval, he wished to appoint Charles Adams to fill the unexpired term of Robbie Fickle. Roll call vote for ratification of appointment: AYE: Messrs. Stockler, Smalley, Peel; Mrs. Webb NAY: None D. CONSIDERATION OF AUTHORIZATION TO ACQUIRE OLD POST OFFICE BUILDING FROM BUFORD WILLIAMS. Motion was made by Mayor Spencer, seconded by Robert Peel, to urchase the old post office building from Buford Williams for 125,000.00. 79 OWASSO CITY COUNCIL PAGE THREE MAY 15, 1984 AYE: Messrs. Spencer, Peel, Stockier, Smalley; Mrs. Webb NAY: None Motion carried. The Mayor recognized Mrs. Phyllis Sokolosky who wished to give the Council information about the proposed purchase of a piano from Senior Citizens funds for the Community Center. She said she had received several bids and was anticipating spending about $2,500. She received no objections from the Council. E. CONSIDERATION OF REQUEST TO ALLOW MTTA BUS TICKETS TO BE Mrs. Jean Webb asked the Council to allow the dispatch office of the Police Department to sell MTTA bus tickets for the convenience of Owasso residents.for the next 60 days. on a trial basis. Motion was made by Robert Peel, seconded by Von Stockier, to authorize the police department to sell tickets for the next 60 days for MTTA. AYE: Messrs. Spencer, Smalley, Peel, Stockier; Mrs. Webb rdAY : None Motion carried. F. CONSIDERATION OF CHATdGE ITd SPEED LIMIT ON 76TH ST. N. EAST OF CEMETARY TO 2 TH E. AVE. FROM 35 MPH to 45 T~PH STOCKLER. This item passed to next agenda. G. CONSIDERATION OF AUTHORIZATION TO ADVERTISE FOR BIDS ON CONTRACT FOR BUILDING FIRE SUB-STATION. Mayor Spencer asked that this item be tabled until a clear title to the building site has been acquired. H. CONSIDERATION OF AUTHORIZATION TO ADVERTISE FOR BIDS ON AUDITING CONTRACT. This item was tabled. I. CONSIDERATION OF AUTHORIZATION TO ADVERTISE FOR BIDS ON HEALTH LIFE INSURANCE. Motion was made by Wauhilleau Webb, seconded by Robert Peel, to authorize City staff to advertise for bids on employee life/ health insurance. so OWASSO CITY COUNCIL PAGE FOUR MAY 15, 1984 AYE: Messrs. Spencer, Stockler, Peel, Smalley; Mrs. Webb NAY: None Motion carried. J. CONSIDERATION OF AUTHORIZATION TO ADVERTISE FOR BIDS ON FUEL AND FUEL BY-PRODUCTS. No action was taken on this item. K. CONSIDERATION OF AUTHORIZATION TO ADVERTISE FOR BIDS ON TIRES OR CITY VEHICLES. . This item was tabled.. L. CONSIDERATION OF AUTHORIZATION FOR CONTRACT MOWING. Council discussed various ways of getting the grass mowed on City property. Motion was made by James Smalley, seconded by Robert Peel, to accept the $330 bid submitted by Gary LaBass for Elm Creek Park for one month only. AYE: Messrs. Spencer, Smalley, Peel, Stockler; Mrs. Webb NAY: None Motion carried. M. CONSIDERATION OF REQUEST FOR EXECUTIVE SESSION/PROPOSED PAY PAY PLAN FOR PERSONNEL. Motion was made by James Smalley, seconded by Mayor Spencer, to recess into Executive Session. AYE: Messrs. Spencer, Smalley, Stockler, Peel; Mrs. Webb NAY: None Motion carried. TZeeting recessed at 9:40 p.m, and reconvened at 10:00 p.m. 8. APPROVAL OF CLAIMS Motion was made by James Smalley, seconded by Von Stockler, to approve the April claims in the total amounts of $107,266.60, $16,913.59 and $181.31. AYE: Messrs. Spencer, Smalley, Stockler, Peel; Mrs. Webb NAY: None Motion carried. OWASSO CITY COUNCIL PAGE FIVE 7. .REPORT FROM CITY ATTORPdEY °1 U MAY 15, 1984 The City Attorney reported to the Council on his recent attendance at a conference regar--ding municipal law. He said the seminars wer-e very enlightening, especially regarding anti-trust concerns and employee personnel matters. 9. NEW BUSINESS Mayor Spencer stated that he wished to call a special meeting for Monday May 21, 1984. The City Clerk stated that she would be at a conference on that date. The Mayor requested that the first item of business at the special meeting be the swearing in of Faye Smith as Deputy City Clerk for a period of 90 days.
